A. Trustees. There shall be four Trustees of the Village of Blue Mounds.
Two Trustees shall be elected at each annual spring election for a
term of two years, commencing on the third Tuesday of April in the
year of their election.
B. Other elected officials.
(1) The following officers of the Village of Blue Mounds shall be chosen
at the regular spring election in odd-numbered years for terms of
two years commencing on the third Tuesday of April in the year of
their election:

at the regular spring election in odd-numbered years for terms of
four years commencing May 1 in the year of their election:

A. Two-year terms:
(1) The Village officials hereinafter set forth shall be appointed for
two-year terms at the first regular meeting of the Village Board in
May of odd-numbered years by the Village President, subject to confirmation
by a majority vote of the members of the Board:
(2) The Village President shall not vote on the confirmation of such
appointments except in case of a tie. The term of office of each official
so appointed shall be two years. All terms shall commence on the 15th
day of May following appointment.
B. Weed Commissioner. On or before May 15, a Weed Commissioner shall
be appointed by the Village President, in accordance with Wis. Stat.
§ 66.0517(2), and shall hold office for one year and until
a successor has been qualified. If more than one Weed Commissioner
is appointed, the Village shall be divided into districts in accordance
with Wis. Stat. § 66.0517(2), and the Commissioners assigned
accordingly.
C. Indefinite terms. The following Village officials and all Village
employees shall be appointed by the Village Board upon recommendation
of the Personnel Committee and, with the exception of the Officer
in Charge and police officers, shall hold their positions at the pleasure
of the Village Board:

(5) Fire District Representative.
D. Boards and commissions. The following official positions and commissions
shall be filled by appointment of the Village President, subject to
confirmation of the Village Board for the terms indicated. The Village
President shall not vote on confirmation of such appointments except
in case of a tie, nor shall Trustees vote on their own confirmations.

The Village Attorney shall advise the Village Board and all
Village officers on legal matters affecting the Village. The Village
Attorney shall attend Village meetings as requested from time to time
by the Village Board, and shall receive such compensation as the Board
shall prescribe. The Village Attorney need not be a resident of the
Village.

There is hereby created the position of Officer in Charge of the Village of Blue Mounds Police Department. The Officer in Charge shall exercise the powers and duties defined in Chapter
59, Police and Civil Defense, of the Village Code, and any other powers and duties as provided from time to time by the Village Board. The Officer in Charge shall receive such compensation as the Village Board shall prescribe.
There is hereby created the office of Village Clerk/Treasurer.
The Clerk/Treasurer shall perform those duties prescribed in Wis.
Stats. §§ 61.25 and 61.26, and such other duties as
the Village Board or Village President may prescribe. The Clerk/Treasurer
shall receive such compensation as the Village Board shall prescribe.

A. Creation and appointment. There is hereby created the Office of Building Inspector. Building Inspectors shall be appointed as set forth in §
51-3D.
B. Subordinates.
(1) The duties of the Building Inspector with respect to commercial building
construction, residential building construction, electrical or plumbing
may be delegated to one or more persons or firms under contract with
the Village.
(2) The Building Inspector may appoint, as necessary, subordinates, which
appointments shall be subject to confirmation and approval by the
Board.
(3) Each Building Inspector or subordinate shall be certified by the
Department of Commerce to conduct inspections in the field(s) for
which that inspector has been appointed by the Village, including
the categories specified under §§ SPS 305.61, 305.62,
305.625, 305.63, 3055.635, Wis. Adm. Code., for commercial buildings,
electrical, plumbing, and dwellings.
C. Duties. The Building Inspector shall administer and enforce all provisions
of the Village Code, and all other statutes, codes and laws of the
State of Wisconsin relating to building construction, plumbing and
electrical installations.
D. Powers. Building Inspectors may, at all reasonable hours, enter upon
any public or private premises for inspection purposes and may require
the production of the permit for any building, plumbing, or electrical
work. Building Inspectors may pass upon any questions arising under
the building code relating to their areas of responsibility. No person
shall interfere with or refuse to permit access to any such premises
to a Building Inspector while in the performance of the Building Inspector's
duties. Any person so interfering shall be in violation of this section
and subject to forfeiture as provided under this Code. If a Building
Inspector is denied consent to entry of any building, the Building
Inspector may obtain a special inspection warrant under Wis. Stats.
§ 66.0119, as may be amended.
E. Records. The Building Inspector shall perform all administrative
tasks required by law, including making any reports required to be
made to the Department of Commerce. In addition, the Building Inspector
shall keep a record of all applications for building permits in a
book for such purpose and shall regularly number each permit in the
order of its issue. Also, a record shall be kept showing the number,
description and size of all buildings erected indicating the kind
of materials used, the cost of each building and the aggregate cost
of all buildings of the various classes. A record shall be kept of
all inspections made, of all fees paid, and of all removal and condemnation
of buildings. The Building Inspector shall make a written annual report
to the Village Board relative to these matters.
There is hereby created the office of Fire District Representative.
The Fire District Representative shall represent the Village on the
Board of Fire Commissioners for the Mount Horeb Area Fire District.
Duties and compensation of the Fire District Representative shall
be determined by the Board of Fire Commissioners.
There is hereby created the office of Director of Civil Defense for the Village of Blue Mounds. The Civil Defense Director shall perform the duties prescribed in §
59-6, Civil defense, of the Village Code.

Whenever reference is made to the Health Officer in this Code,
such term shall mean the Dane County Board of Health.
