All electrical work, including the placing of wires and other
equipment, shall conform to the Wisconsin State Electrical Code, adopted
by the Wisconsin Department of Commerce, Wis. Adm. Code Ch. SPS 316,
and all subsequent amendments thereto, which are hereby adopted made
a part of this chapter by reference.
No electric work or other equipment shall be installed or altered
in any building without first securing a permit therefor from the
Village Building Inspector, except that repairs or replacements of
broken or defective sockets, switches or base receptacles may be made
without a permit. The application for such permit shall be on a form
furnished by the Building Inspector and shall state clearly the work
planned, alterations to be made, and equipment and materials to be
used, and all later deviations from such plan must be submitted to
and approved by the Building Inspector. Electric permit fees shall
be charged as established by resolution of the Village Board. Upon
approval of the plans and application by the Building Inspector and
payment of the fee, an electric permit shall be issued.
All electric work for which an electric permit is required shall
be done only by an electrician licensed or certified by the Wisconsin
Department of Commerce, except that a property owner may make repairs
or installations in a single-family building owned and occupied by
him as his home, provided that a permit is issued and the work is
done in compliance with the provisions of this chapter. License or
certification shall be verified by the Building Inspector, and no
separate Village license or certification is required.
The Building Inspector who conducts electric inspections shall
obtain and maintain the required certifications by the Department
of Commerce for commercial or residential electric inspections. After
roughing in the wiring of any building and before any such work is
covered up, or upon completion of any outside wiring construction
work, it shall be the duty of the person doing such work to notify
the Building Inspector, who shall at once inspect or cause to be inspected
the finished work. If the Building Inspector finds that the work conforms
to the State Electrical Code and the requirements under this chapter,
a certificate of compliance shall be issued which shall contain the
date and an outline of the result of such inspection, a duplicate
of which shall be filed in the office of the Building Inspector. If
the Building Inspector finds that the work does not conform to the
State Electrical Code or other requirements under this chapter, then
the Building Inspector shall issue orders to the owner or permittee
to remove all hazards and make necessary changes or additions. Concealment
of electrical work before inspection or failure to comply with an
order of the Building Inspector shall constitute a violation of this
chapter, may result in revocation of the electric permit, and/or may
require the unconcealment of such electric work at the sole cost of
the owner. It shall be unlawful to use any such electrical equipment
until such certificate has been issued.
