The construction, reconstruction, installation and alteration
of all plumbing, drainage and plumbing ventilation shall conform to
Wis. Stats. Chapter 145 and the Wisconsin State Plumbing Code adopted
by the Wisconsin Department of Commerce, Wis. Adm. Code Chs. SPS 381
to 387, and all subsequent amendments thereto, which are hereby adopted
made a part of this chapter by reference.
Except for emergency leakage or repairs, no plumbing or drainage
of any kind shall be installed or altered without first securing a
permit therefor from the Building Inspector. The application for such
permit shall be on a form furnished by the Building Inspector and
shall state clearly the work planned, alterations to be made, and
equipment and materials to be used. All later deviations from such
plan must be submitted to and approved by the Building Inspector.
Plumbing permit fees shall be charged as established by resolution
of the Village Board. Upon approval of the plans and application by
the Building Inspector and payment of the fee, an plumbing permit
shall be issued.
All plumbing work for which a plumbing permit is required shall
be done only by a plumber licensed or certified by the Wisconsin Department
of Commerce, except that a property owner may make repairs or installations
in a single-family building owned and occupied by him as his home,
provided that a permit is issued and the work is done in compliance
with the provisions of this chapter. License or certification shall
be verified by the Building Inspector, and no separate Village license
or certification is required.
The Building Inspector who conducts plumbing inspections shall
obtain and maintain the required certifications by the Department
of Commerce for commercial or residential plumbing inspections. After
roughing in the plumbing of any building and before any such work
is covered up, it shall be the duty of the person doing such work
to notify the Building Inspector before such work is covered up, and
the Building Inspector shall at once inspect or cause to be inspected
the work. If the Building Inspector finds that the work conforms to
the State Plumbing Code or other requirements under this chapter,
the Building Inspector shall issue a certificate of compliance which
shall contain the date and an outline of the result of such inspection,
a duplicate of which shall be filed by location in the office of the
Building Inspector. No person shall use or permit to be used any plumbing
or drainage until it has been inspected and approved by the Building
Inspector. Concealment of plumbing work before inspection or failure
to comply with an order of the Building Inspector shall constitute
a violation of this chapter, may result in revocation of the plumbing
permit, and/or may require the unconcealment of such plumbing work
at the sole cost of the owner. It shall be unlawful to use any such
plumbing equipment until such certificate has been issued.
