This article is enacted pursuant to the power and authority
now contained in § 130, Subdivision 7, of the Town Law and
§ 1660, Subdivisions (a)8 and 18, of the Vehicle and Traffic
Law.
For purposes of this article, the meaning of the words "park"
or "parking" and "stand" or "standing" are those meanings set forth
in the Vehicle and Traffic Law.
No motor or other vehicle of any kind shall be allowed or permitted
to stand or park on the following public highways in the Town of Elma:

It shall be unlawful, within the limits of the Town of Elma,
for any person to park any trailer or van of any kind on any street,
alley, highway or other public place between the hours of 9:00 p.m.
and 6:00 a.m. Temporary stops may be permitted between these hours,
provided that such vehicle is parked off the paved or main driving
portion of the highway. No trailer or van parked in this manner shall
be used or occupied by any person while so parked.
A violation of this article is hereby declared to be a traffic
violation, and any person violating the same may, upon conviction,
be punished by a fine not exceeding $25 and by imprisonment not exceeding
10 days, or by both such fine and imprisonment.
Any vehicle found unattended on a public highway in the Town
of Elma, where it constitutes an obstruction to traffic or where parking
or standing is prohibited, may be removed and stored at the request
and direction of a police officer having authority to act as such
in the Town of Elma, and the reasonable cost of such removal and storage
shall be paid by the owner or operator of such vehicle.

No motor vehicle or other vehicle shall be allowed or permitted
to park or shall be parked on the pavement of any and all roads, other
than state roads and streets, in the Town of Elma during and between the hours of 2:00
a.m. and 8:00 a.m., from the 15th day of November of each year through
the first day of April of each year.

Weight limits are hereby established in the amounts and upon
the following roads located within the Town of Elma, and said weight
limits shall be posted accordingly, allowing for local delivery:

Any person, firm or corporation who or which violates the provisions
of this article shall be subject to a fine of not less than $100 for
the first offense and not more than $500 for each subsequent offense.
