Any person who exposes for sale by auction any goods or articles shall be required to secure a license therefor from the City Clerk. Such application for license shall be made on a sworn application in writing (in duplicate) on a form to be furnished by the City Clerk, which shall give the following information:
A. 
Name and description of the applicant.
B. 
Address (legal and local.)
C. 
A brief description of the nature of the business and goods to be sold.
D. 
If employed, the name and address of the employer, together with credentials establishing the exact relationship.
E. 
The date and hours upon which the auction is to be held.
F. 
A statement as to whether or not the applicant has been convicted of any crime, misdemeanor or violation of any municipal ordinance, the nature of the offense and the punishment or penalty assessed therefor.

The City Clerk shall issue a license upon payment of a fee of $15 for each day of such auction, unless an application for such an auction license shall reveal a conviction of a crime or misdemeanor involving moral turpitude.
The provisions of the Connecticut General Statutes, Title 21, Chapter 403, Sections 21-1 through 21-5, shall be complied with, and this ordinance is enacted pursuant to the authority granted in the Connecticut General Statutes, Section 21-1 (Revision of 1958). Any provisions of that chapter of the General Statutes providing exceptions will be complied with.
This ordinance shall become effective upon its passage, after compliance with the publication provisions of Section 193 of the Norwalk City Charter.[1]
