Pursuant to N.J.A.C. 7:9A, a certain document, on file in the office of the Clerk of the City of Vineland, being marked and designated as the "Standards for Individual Subsurface Sewerage Disposal Systems," be and the same is hereby adopted as herein provided, and each and all provisions of the Standards for Individual Subsurface Sewerage Disposal Systems are hereby adopted and made a part hereof as if fully set forth herein as currently enacted and as may be amended.
A. ALTERATION (MAJOR) ALTERATION (MINOR) REPAIR (MAJOR) REPAIR (MINOR)
The Standards for Individual Subsurface Sewage Disposal Systems previously adopted above are hereby amended to include the following definitions:
An alteration as defined in N.J.A.C. 7:9A that requires the certification of a New Jersey licensed professional engineer prior to the administrative authority's issuance of an approval to construct or alter.
An alteration as defined in N.J.A.C. 7:9A that does not require the certification of a New Jersey licensed professional engineer prior to the administrative authority's issuance of an approval to construct or alter.
A repair as defined in N.J.A.C. 7:9A that requires the certification of a New Jersey licensed professional engineer prior to the administrative authority's issuance of an approval to construct or alter.
A repair as defined in N.J.A.C. 7:9A that does not require the certification a New Jersey licensed professional engineer prior to the administrative authority's issuance of an approval to construct or alter.
B.
The Standards for Individual Subsurface Sewage Disposal Systems previously adopted above are hereby amended to include the following;
(1)
The only filter material approved for use in individual subsurface sewage disposal systems, including seepage pits, is Jersey washed stone meeting the requirements of N.J.A.C. 7:9a-10.3(e).
(2)
All new seepage pits installed after the effective date of this section shall have watertight, locked or bolted cast iron lids elevated to final grade by the use of watertight concrete risers.
(3)
Existing concrete seepage pits associated with existing structures shall be retrofitted with watertight, locked or bolted cast iron lids elevated to existing grade using watertight concrete risers whenever the seepage pit or any component thereof is repaired, replaced, altered or is no longer compliant with the conditions upon which it was approved; or when lack of maintenance results in an unsafe condition as determined by the Health Department.
(4)
All seepage pits installed in Vineland must have a minimum of two feet of filter material installed around the perimeter of pit.
(5)
All concrete septic tanks installed in Vineland after the effective date of this section must have watertight, locked or bolted cast iron lids, elevated to final grade by the use of watertight concrete risers.
(6)
An existing concrete septic tanks shall be retrofitted with a watertight, locked or bolted cast iron lid, elevated to existing grade using watertight concrete risers, whenever the lid and/or risers on the existing septic tank must be repaired or replaced; whenever the existing septic tank is a component of a system that requires repairs or alterations to the extent that the services of a New Jersey licensed professional engineer are required; or whenever lack of maintenance results in an unsafe condition as determined by the Health Department.
(7)
All inspection ports of individual subsurface sewage disposal systems must have threaded caps.
(8)
All effluent filters installed in individual subsurface sewage disposal systems must have gas deflectors.
(9)
Effluent filters for all new septic tanks shall be a minimum of six inches in diameter.
