A. 
Words and phrases. Whenever any words and phrases are used in this chapter, the meanings respectively ascribed to them in N.J.S.A. 39:1 shall be deemed to apply to such words and phrases used herein.
B. 
Official time standard. Whenever certain hours are named in this chapter, they shall mean either Eastern standard time or Eastern daylight saving time as may be in current use.
A. 
The Chief of Police, or in his absence the ranking police officer, is hereby authorized to provide, by regulation, for the closing of any municipal street or portion thereof to motor vehicle traffic on any day or days whenever he finds that such closing is necessary for the preservation of the public safety, health, or welfare. This closure can last for up to 48 hours and does not require the approval of the Commissioner of Transportation.
B. 
Any regulation promulgated by the Chief of Police in accordance with Subsection A above shall provide for the posting of proper warning signs on such street closings as required by N.J.S.A. 39:4-198.
C. 
Any violation of this regulation promulgated hereunder shall be punishable by a fine not to exceed $60.
D. 
Any regulation adopted that mandates the closing of any municipal street for a period greater than 48 consecutive hours shall not become effective unless and until it has been submitted to and approved by the Commissioner of the Motor Vehicle Commission.
Any unoccupied vehicle parked or standing in violation of this chapter shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any peace officer may provide for the removal of such vehicle. The owner shall bear the reasonable costs of removal and storage, which may result from such removal before regaining possession of the vehicle.

Unless another penalty is expressly provided by New Jersey statutes or this chapter, every person convicted of a violation of a provision of this chapter or any supplement thereto shall be liable to a penalty of not more than $60 or imprisonment for a term not exceeding 15 days or both.
The standards for traffic controls within the Township established herein are consistent with the Uniform Traffic Control Devices for Streets and Highways of the Federal Highway Administration, which are published in the Manual on Uniform Traffic Control Devices (MUTCD), as adopted by the Commissioner of the New Jersey Department of Transportation pursuant to N.J.S.A. 39:4-183.27 and N.J.A.C. 16:27-1. The work zone requirements promote the public health, safety and welfare, prevent occurrence of dangerous traffic obstructions, and ensure the safe and expeditious movement of traffic within work zones.
A. 
Work zones generally. Safety controls and regulations are required when work zones obstruct the normal flow of traffic and/or block roadways. The safety of the workers in such work zones is enhanced with the safe and expeditious movement of traffic through the work zones.
B. 
Preconstruction meeting and emergency contact phone numbers required. Any person, contractor, or public utility wishing to conduct work on, under, or above the roadway shall comply with the following:
(1) 
Contact the Traffic Bureau of the Division of Police to arrange a preconstruction meeting. Plans must be submitted for the safe movement of traffic through the work zone.
(2) 
Provide the Traffic Bureau of the Division of Police with at least two emergency contact numbers.
(a) 
The Traffic Bureau of the Division of Police may take action to correct a hazardous condition if the emergency contact does not respond to a request to correct the hazardous condition, or cannot be reached.
(b) 
The reasonable fees for emergency service to correct hazardous conditions shall be charged to the person, contractor, or utility responsible for such hazardous condition.
C. 
Hours. There shall be no construction maintenance or utility work on any roadway before 8:00 a.m. or after 7:00 p.m. Adjustments to such hours may be made by the officer in charge of the Traffic Bureau of the Division of Police. Such adjustments shall not be permitted if traffic would be substantially delayed, or cause safety and/or health hazards.
D. 
Road closings and detours. Road closings and/or detours due to work zones shall not be permitted unless approved by the Traffic Bureau of the Division of Police.
E. 
Traffic directors. Traffic directors shall be posted at all work zones when deemed necessary by the Traffic Bureau of the Division of Police.
F. 
Stop work. In order to abate any nuisance and/or safety hazard, or for any violation of this section, the Traffic Bureau of the Division of Police shall have the authority to stop work in any work zone, which includes removal of the following:
(1) 
Equipment and vehicles;
(2) 
Stored material within the street right-of-way;
(3) 
Backfilling of open excavations and/or other related work.
G. 
Site preparation. No materials, vehicles, or equipment shall be placed in the roadway or sidewalk area until all construction signs, lights, devices, and pavement markings are installed.
H. 
Violations and penalties.
(1) 
Generally. Any person, contractor, or utility who violates this section shall, upon conviction thereof for a first offense, pay a fine of not less than $100 nor more than $500 and/or be imprisoned for a term not exceeding 90 days; for a second offense, upon conviction thereof, pay a fine of not less than $250 and/or be imprisoned for a term not exceeding 90 days.
(2) 
Continuing violations. Continuation of a violation for each successive day shall constitute a separate offense.
