Following the effective date of this Part 2 it shall be illegal for any person to engage in door-to-door solicitation or transient peddling in the Borough of Strasburg, Lancaster County, Pennsylvania, without first obtaining a license therefor from the Strasburg Police Department.

Application for a license shall be made upon a form provided by the Strasburg Police Department, and shall contain at least the following information.
1. 
Full name of the applicant and all persons who will be engaged in solicitation or transient peddling under this license, along with their respective local addresses, if any.
2. 
Permanent address of the applicant and all persons who will be engaged in solicitations or transient peddling under this license.
3. 
Name of applicant's employer or a statement that the applicant is self-employed.
4. 
Nature of the goods, wares, services or merchandise offered for sale.
5. 
A statement as to whether or not the applicant, or any person covered by this license, has ever been convicted of any crime, and if the answer is affirmative, the nature of the offense or offenses and the punishment or punishments imposed therefor.
6. 
The type of vehicle, including registration number, to be used, if any.
7. 
Upon request of the Strasburg Police Department the applicant shall also submit to fingerprints and furnish a photograph.
8. 
Application shall be filed with the Strasburg Police Department, 10 days prior to the issuance of the license.

The provisions of this Part 2 shall apply to all persons desiring to engage in soliciting or transient peddling in the Borough of Strasburg, including any helpers or employees of any applicant, except that the following shall be exempt:
1. 
Persons representing insurance companies, their agents or brokers authorized to transact under the insurance laws in the Commonwealth of Pennsylvania.
2. 
Farmers selling their own produce.
3. 
Manufacturers or producers delivering or selling bread and bakery products, meat and meat products, or mild or milk products. ("Milk or milk products" shall not include or apply to ice cream or other frozen deserts).

No license fee shall be charged under this section:
1. 
To any charitable, religious, educational or philanthropic organization or to any applicant when the proceeds of the solicitation involved are totally applied to a charitable, religious, educational or philanthropic purpose.
2. 
To any local, civic or community service organization.

The license required by this Part 2 shall be valid for the time indicated on the license which shall not exceed one calendar year from the date of issuance. The fee for each license shall be as established by resolution of Borough Council. The license is not transferable and licensee shall at all times when engaged in peddling, canvassing or soliciting in the borough, carry such license upon his person, and shall exhibit such license, upon request, to any borough officer, borough official or citizen.

Any person violating any of the provisions of this Part shall be guilty of a summary offense and upon conviction thereof shall be fined in an amount not more than $300 or shall be imprisoned in the Lancaster County Prison for a period not exceeding 90 days, or both.

Signs advertising that licenses are required for soliciting or peddling shall be posted along appropriate roads and highways into the Borough.
