Improvement requirements. The subdivider shall install and construct such improvements, if any, as are required by these regulations in the manner and to the design standards provided in these regulations. Approval of the preliminary plat is authorization for the subdivider to proceed with the minimum improvements required by these regulations. Before the construction of any improvements or the submission of any bond or other improvement guarantee, the subdivider shall furnish the County with all plans necessary for the construction of such improvements. These plans shall be reviewed by the Board of County Commissioners and, if in accordance with these regulations, shall be approved by the County, allowing the subdivision development to proceed.
B.
Improvement agreement. The County shall enter into a subdivision improvement agreement with a subdivider. This agreement shall constitute a binding contract between the subdivider and the County and shall contain those terms and conditions agreed to by the subdivider and the County.
