Pursuant to the authority under §§ 61.65 and 62.13, Wis. Stats., the Village of Clayton creates a Police Commission which shall govern and control the actions of the Village of Clayton Police Department.
The Village Police Commission shall consist of five citizen members appointed by the Village President and confirmed by the Village Board for staggered five-year terms.
The Village President shall designate one of the members of the Police Commission as President thereof and another member as Secretary thereof.
The Village Police Commission shall have the powers and duties as prescribed in § 62.13, Wis. Stats., except those optional powers as provided in § 62.13(6) Wis. Stats., and shall have such other powers and duties as the Village Board may from time to time designate and as are prescribed elsewhere in the Wisconsin Statutes. General rules and guidelines for the administration of the Police Commission, as well as for the effective operation and development of the Village Police Department, shall be promulgated by the Police Commission.
