Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this Part for any person to park a vehicle or allow it to remain parked otherwise.

1. 
The following are established as special purpose parking zones, in areas designated by resolution of the Board of Supervisors, and it shall be unlawful for any person to park a vehicle or to allow it to remain parked or standing, in any such zone, except as specifically provided for in that zone, to permit ready access for fire fighting or emergency vehicles:
A. 
Location.
(1) 
Any school within the limits of the Township.
(2) 
St. Barnabas.
(3) 
Richland Mall.
(4) 
Northtowne Square Mall.
2. 
The Richland Township Police Department shall be authorized to issue parking violation notices or citations for violation of the fire lane section.
3. 
Any designated "fire separation lane" in future development shall be classified as fire lanes/special purpose parking zones.

It shall be unlawful for any person to stop, stand or park a vehicle (other than a pedalcycle) on the roadway side of any vehicle stopped or parked at the edge or curb of any street, except that standing or parking for the purpose of loading or unloading persons or property shall be permitted on the following named streets on Monday through Saturday, between the hours of 9:00 a.m. and 11:30 a.m. and between the hours of 1:30 p.m. and 4:00 p.m., and for no longer than necessary for the loading or unloading.

It is prohibited to park in designated handicapped zones or spaces without the proper designation and/or permit from PennDOT.

1. 
The Chief of Police shall have the following powers to regulate traffic and parking temporarily as follows:
A. 
In the case of fire, flood, storm or other emergency, to establish temporary traffic and/or parking regulations; and
B. 
In the case of emergency or to facilitate public works, or in the conduct of parades, processions or social events, to restrict or prohibit traffic and/or parking in limited areas for periods of not more than 72 hours.
C. 
To facilitate the efforts of the Township's Public Works Department in effective and efficient snow and ice removal and to avoid property damage to vehicles during such operations, all parking of vehicles of any type is prohibited from November 1 through April 15 of each snow season on all Township roads and streets.
2. 
Such temporary and emergency regulations shall be enforced by the Police Department in the same manner as permanent regulations. Any person who shall operate or park a vehicle or tractor in violation of any such regulation, or who shall move, remove, destroy, injure or deface any sign or marking erected, posted or made to give notice of any such regulation, shall be in violation of this chapter.
