A.
Purpose.

Except as limited or prohibited by Home Rule Charters and Optional Plans Law, the Farrell Home Rule Charter, and except as provided for in this section for the Code Review Board, all boards and commissions shall be advisory in nature and perform no administrative function. No member of any board, commission or authority shall direct or request the appointment of any person to or his removal from office or employment by the Manager or any of his subordinates. Except for the purpose of inquiry, the Boards, commissions and authorities and their members shall deal with the administrative service solely through the Manager. Neither the Boards, commissions and authorities, nor any of their members, shall give orders to any subordinates of the Manager either publicly or privately.
B.
Membership.
(1)
The appointment of members of all boards, commissions and authorities shall be by the Mayor with the advice and consent of Council.
(2)
A member of any board, commission or authority may be removed by the appointing authority if said member shall miss two consecutive meetings without cause and a member may be removed otherwise for cause shown.
(3)
The membership number and term of office of all boards, commissions and authorities shall be set by Council.
(4)
The terms of members shall be staggered so that in no case shall a majority of the membership terms expire during the same calendar year.
(5)
Any vacancy on a board, commission or authority shall be filled by the appointing authority for the remainder of the unexpired term. The filling of such vacancies or of expired terms shall take place within 30 days of the date the vacancy occurs or the term expires.
(6)
The members of any board, commission or authority shall serve without compensation. However, members may be reimbursed for any reasonable expenses incurred in the performance of their duties so long as such expenses are provided for in the adopted City budget.
(7)
All members of boards, commissions and authorities shall be residents of the City of Farrell.
C.
Organization.
(1)
Each board and commission shall provide for rules and regulations governing its operation. Such rules and regulations shall provide for the keeping of records pertaining to its duties, the conduct of meetings and public hearings and a periodic reporting to the residents of the City and the City Manager. All such rules and regulations shall be subject to the approval or disapproval of City Council.
(2)
The City Manager shall attach each board and commission to an appropriate unit of the administrative service for necessary staff, liaison and administrative assistance.
