For the proper maintenance of order and protection of the general public and property in the immediate neighborhood of any fire to which the Farrell Fire Department is called and responds, the paid members of the Farrell Volunteer Fire Company, not to exceed 15 members, nominated and confirmed as hereinafter specified, are hereby appointed special fire police.

The members of the Farrell Volunteer Fire Company to be appointed special fire police shall first be nominated by the Farrell Volunteer Fire Company and shall then be confirmed by the Mayor before entering upon their duties as such special fire police.
All special fire police, when on duty, shall display a badge of authority and shall also wear any minimum uniform which may hereinafter be prescribed by the Council of the City of Farrell.
All special fire police, when on duty, shall be subject to the control of the Chief of Police or such other member of the Police Department then and there acting in place of said Chief of Police.
All special fire police shall have full power to regulate traffic and keep crowds under control at or in the vicinity of any fire to which the Fire Department of the City of Farrell, both paid and volunteer, have been called. The special fire police shall also exercise such other police powers as are necessary in order to facilitate and prevent interference of the work of the firemen in extinguishing fires.
Council may from time-to-time:
The special fire police shall receive no compensation for their services as such, but when functioning as special fire police shall be deemed to be performing the duties of their employment.

B.
The above named associations have been formed for the benefit of their members and their families in case of death, sickness, temporary or permanent disability or accident suffered in the line of duty.
C.
The above named associations of the City are designated the proper associations to receive such funds as are due and payable to the City Treasurer by the Treasurer of the State of Pennsylvania from the tax on premiums from foreign fire insurance companies.
The City Council shall annually certify to the Auditor General of the Commonwealth, the names of the active associations and the percentage of service they contribute to the protection of the City. Such certification shall be on forms prescribed by the Auditor General.
There is annually appropriated from the City Treasury all such sums of money that may hereafter be paid into the City Treasury by the Treasurer of the State of Pennsylvania on account of taxes paid on premiums of foreign fire insurance companies in pursuance of the Municipal Pension Funding Standard and Recovery Act, the Act of December 18, 1984, No. 205, § 701 et seq., as hereafter amended, supplemented, modified or reenacted by the General Assembly of Pennsylvania.[1] Such monies received by the City Treasurer from the State Treasurer shall be distributed to the duly recognized associations within 60 days of receipt. The funds shall be distributed on the basis of the percentage of service established in the certification to the Auditor General and with other provisions of the Act.
