As used in this chapter, the following terms shall have the meanings indicated:
BILLIARD AND POOL ROOM
Any room or rooms containing any one or more of the following; billiard tables, pool tables, bagatelle tables or pigeonhole tables open to the public. Provided; however, that billiard parlor and pool room shall not include any room containing any one or more of the following; billiard tables, pool tables, bagatelle tables or pigeonhole tables open to the public if the same is operated or maintained in conjunction with a restaurant duly licensed by the Pennsylvania Liquor Control Board.
OWNER or OPERATOR
Any person, firm, partnership or corporation or association operating, maintaining or conducting a billiard parlor or pool room in the City.
PRIVATE BILLIARD PARLOR or PRIVATE POOL ROOM
Any place not a public billiard parlor or pool room which contains for use for hire one or more gaming tables as delineated in the definition of billiard tables and pool rooms; shall not include a club duly licensed by the Pennsylvania Liquor Control Board.

A license tax for general revenue purposes as established from time to time by resolution of City Council is hereby imposed and levied upon all billiard parlors and pool rooms within the City of Farrell.
A. 
License. From and after the first day of January, 1977, it shall be unlawful to operate a public or private billiard parlor or pool room within the City of Farrell without first obtaining a license therefor and without paying the annual license tax hereinbefore imposed.
B. 
License to be posted. Every licensed public or private billiard parlor or pool room shall keep continuously posted therein its license in a conspicuous place.
A. 
Application for license. Application for such license shall be made by the owner/operator of a public or private billiard parlor or pool room. Said application shall be made upon forms provided by the City to the City Manager who is hereby authorized to issue the same upon payment of the license tax hereinbefore imposed.
B. 
Application requirements. The application shall set forth the name and residence address of the applicant, name under which the business is to be conducted, the address where such business is to be conducted, a description of the actual premises to be licensed, the number of tables to be used and such other information as shall be required.
C. 
Premises requirements. Prior to issuance of the license, the premises shall comply with all health and sanitation requirements and all building code ordinances of the City of Farrell and shall be inspected and approved by the Code Enforcement Officer and said premises shall also be inspected and approved by the Fire Chief for compliance with safety regulations and requirements.
Said license shall be issued subject to the provisions of this chapter and shall be subject to revocation at any time by the issuing officer for violation of any of the provisions hereof, any other City ordinance or law of the Commonwealth of Pennsylvania, committed in the licensed premises.
All billiard parlors and pool rooms shall be so arranged and located as to be open to public view. The windows and doors of the same shall be kept free of screens or other obstructions preventing full view from the outside. However, nothing in this section, shall be construed to prohibit the maintaining of such parlors or rooms on the second floor of buildings.
No billiard parlor or pool room shall be operated or maintained in any room located below the surface of the ground in such manner that full view from the outside would be obstructed.
No person under the age of 18 years shall frequent, loiter, go to or remain in any billiard parlor or pool room licensed hereunder at any time unless it be upon some lawful errand and sent under the direction and the consent and knowledge of the parent, guardian or other person having the lawful custody of such minor; and it shall be unlawful for the owner or operator of any billiard parlor or pool room so licensed to allow or permit any such minor to frequent, loiter or remain within the billiard parlor or pool room in violation of this section.

Any person, firm or corporation who shall violate any provision of this chapter shall, upon conviction thereof, be sentenced to pay a fine of not more than $1,000, plus costs, or to a term of imprisonment not to exceed 90 days, or both. Each day that a violation continues shall constitute a separate offense.
