It shall be unlawful for any person or persons to place, cast, throw or dump or cause to be placed, cast, thrown or dumped upon any of the streets, lanes, alleys, sidewalks, or other public property in the City of Farrell, any piece of glass, sharp or pointed metal, ashes, garbage, bottles, cartons, containers, papers, wire, cardboard or wooden boxes, rubbish, litter and other articles of refuse, provided that nothing in this section shall apply to any refuse or rubbish placed in containers or receptacles maintained for that purpose or as permitted by any other applicable ordinance of the City of Farrell and placed upon the sidewalk while awaiting collection.

It shall be unlawful for any person or persons to place, cast, throw or dump or caused to be placed, cast, thrown or dumped upon any private property in the City of Farrell adjacent to any streets, lanes, alleys, sidewalks, or other public property, any pieces of glass, sharp or pointed metals, ashes, garbage, bottles, cartons, containers, paper, wire, cardboard or wooden boxes, rubbish, litter and other articles of refuse, whether the same be on the ground or within or on a structure or building or any part thereof unless the permission of the property owner be first obtained.

Any person who shall violate any of the provisions of this chapter shall, upon conviction thereof, be sentenced to pay a fine of not more than $1,000, plus costs of prosecution, or to undergo imprisonment for a period not exceeding 90 days, or both.
