It shall be unlawful for owners of real property in the City of Farrell, Mercer County, to sell or agree to sell real property without first delivering to the purchaser a certification of the zoning district classification and a certification disclosing any notice of any uncorrected violations and of any current violations of any housing, building, safety or fire code and without inserting in any agreement of sale of such real property a statement concerning zoning classification and a statement concerning uncorrected violations of housing, building, safety or fire ordinances.
The Code Enforcement Officer of the City, when requested by the seller of real property in the City to issue such certificate, shall search City records for notices of violations theretofore issued and shall make an inspection of the subject premises as required in order to issue said certificate.

Application for said certificate shall be made on forms furnished by the City and shall be accompanied by a fee as established from time to time by resolution of City Council, payable to the City of Farrell.

Any person, firm or corporation who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine of not less than $500 nor more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation continues shall constitute a separate offense.
