It shall be unlawful for owners of real property in the City of Farrell, Mercer County, Pennsylvania, to sell, convey or transfer any interest in real property, by deed, agreement of sale or otherwise, without first securing and delivering to the grantee, assignee or transferee, a certificate disclosing the status of the sewer users' fee account, garbage fee account or accounts for the premises being sold, conveyed, assigned or transferred.

Application for the certificate required in § 293-6 hereof, shall be made to the Code Enforcement Officer on forms furnished by the City and shall be accompanied by a fee as established from time to time by resolution of City Council, payable to the City of Farrell.
The Code Enforcement Officer shall issue said certificate not later than 10 days after application is made on the prescribed form accompanied by the prescribed fee.

Any person, firm or corporation who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $1,000, plus costs, or to a term of imprisonment not to exceed 90 days, or both. Each day that a violation continues shall constitute a separate offense.
