Application for preliminary site plan review requires an application fee, as set forth in the fee schedule,[2] for permits not requiring public hearings and an application fee, as set forth in the fee schedule, for permits requiring public hearings. Application fees are to cover filing costs, public hearing costs, administrative costs and overhead costs.

Site plans may be referred to the engineer on retainer for review when the Planning Board deems necessary. The applicant shall pay actual costs attributed to the engineer's review of the application.
Pursuant to Section 617.13 of Part 617 State Environmental Quality Review (SEQR) of the NYCRR and § 8-0109, Subdivision 7, of the ECL, the Planning Board, acting as lead agency, shall charge a fee to the applicant to cover the actual costs of preparing or reviewing an EIS. The applicant shall not be charged for both the preparation and review of the EIS. If the applicant prepares the EIS, the Planning Board shall charge the applicant for the actual cost of the review. If the applicant does not choose to prepare the EIS, the Planning Board shall charge the applicant for the actual cost of preparing the EIS.

Application fee for preliminary site plan and an estimated engineering cost shall be paid prior to Planning Board endorsement of preliminary site plan. Application fee for final site plan shall be paid prior to Planning Board endorsement of final site plan. NOTE: If application is denied, application fee and any engineering of SEQR charges shall not be returned.
