The Fire Official, in consultation with, and with the approval of, the Milford Borough Fire Chief, may designate fire lanes and fire zones on public and/or private property to which the public is invited or which is devoted to public use, if it is necessary to provide for the safety of the public, to provide emergency access for Fire Department vehicles in the case of fire or emergencies, and to allow for Fire Department operations during such fires or emergencies.
A. 
As used in this article, the terms "fire lane" and "fire zone" shall be interchangeable. A "fire lane/zone" is defined as any designated area which may be part of a traffic circulation system and/or areas of ingress/egress adjacent to a building or other designated location so as to provide an immediate and unobstructed route and/or access for firefighting/emergency operations, equipment, and personnel.
B. 
The location, width and length of such zones shall be determined in accordance with § 14-10 herein, and the description of such zones shall be based upon the size, type, and location of the affected structures or areas, as well as any other relevant conditions that would affect access.
A. 
The marking(s) of fire zones and fire lanes shall be the responsibility of, and at the expense of, the private property owner and shall be accomplished within 60 calendar days after proper notification thereof. Notification shall be to the owner of the property in writing by registered or certified mail, or by hand delivering such notice, which shall, with specificity, describe the area(s) so designated and the reason for said designation.
B. 
All fire lane and/or fire zone markings shall be maintained by the property owner and are at all times to be legible and in accordance with the following:
(1) 
Striping and curbs. Where applicable, fire lanes/zones shall be identified by painting the curb yellow and be striped with yellow lines four inches in width and placed diagonally from the curb or road edge and shall be outlined along their entire perimeter. Fire lane/zone widths and lengths shall be designated by the Fire Official.
(2) 
Pavement lettering. If the size of the fire lane/zone permits, the legend "No Parking Fire Lane/Zone" shall be placed within the striped area of the fire lane/zone at a minimum of one-hundred-foot intervals, or as designated by the Fire Official. The lettering shall be 18 inches high and yellow in color.
(3) 
Signage. In areas where the Fire Official determines striping cannot be applied, a metal "No Parking Fire Lane/Zone" sign shall be posted. Fire lane/zone signs shall measure 12 inches by 18 inches and have a white reflective background with a minimum two-inch-high, red reflective lettering which shall read NO PARKING FIRE LANE/ZONE. Fire lane/zone signs shall be displayed at the beginning and the end of the fire lane/zone and at such other intervals as required by the Fire Official, but not more than 100 feet center to center. Fire lane/zone signs shall be placed at a height of seven feet as measured from the ground surface to the top of the sign and shall be placed facing the direction of traffic and may utilize existing supports. Any curbing present between such signs shall also be painted yellow.
All existing designated fire zones within the Borough of Milford shall comply with the provisions of this article.
It shall be a violation of the Uniform Fire Code for any person to park a motor vehicle in or otherwise obstruct a fire lane or fire zone.
It shall be unlawful to obstruct with any motor vehicle any public or private fire hydrant or building Fire Department sprinkler or standpipe connection.

The Fire Department, Fire Official and Fire Inspectors of the Fire Prevention Department, the Fire Chief of the Borough and the New Jersey State Police shall have concurrent jurisdiction to enforce the provisions of this article by the issuance of summons of the Joint Municipal Court serving the Borough of Milford.

Any vehicle parked in any fire zone in violation of this article and deemed a hazard to the general public may be towed and impounded by the New Jersey State Police.
Each violation of this article shall be punishable by a fine not exceeding $1,000, imprisonment for a term not exceeding 90 days and/or a period of community service not exceeding 90 days.
