The Borough shall charge an interest rate of 8% per annum, noncompounded, on late payments, municipal liens, and judgments as follows:
A. 
Invoices. All invoices for services provided and costs incurred by the Borough which remain due and payable more than 30 days after issuance of the invoice shall bear an interest rate of 8% per annum, noncompounded, from the date the invoice was issued. The interest rate shall be applied to the principal balance from the date the invoice was issued. All billable services and costs provided by the Borough shall bear this interest rate; such services shall include, but not be limited to, invoices for utility (water or sewer) services, Borough Engineer/consulting engineer review fees, Solicitor review fees, administrative services, work performed by the Borough on behalf of third parties, and emergency services.
B. 
Borough statutory liens. All Borough liens, regardless of recordation, shall bear an interest rate of 8% per annum, noncompounded, from the date the service and/or cost, which forms the basis of the lien, was provided.
C. 
Judgments. All judgments secured by the Borough shall bear an interest rate of 8% per annum, noncompounded, from the date the service and/or cost, which forms the basis of the judgment, was provided.
Professional fees and costs which are subject to reimbursement by customers of the Borough shall be charged as follows:
A. 
Solicitor rate. The rate charged for Solicitor time shall be as follows:
(1) 
The Solicitor's rate for review of documents or negotiation shall be $150 per hour, plus costs.
(2) 
The Solicitor's rate for litigation shall be $150 per hour, plus costs.
B. 
Consulting engineer rate(s). The rate(s) charged for consulting engineer services and costs shall be provided in the attached Consulting Engineer's Rate Schedule as approved by Borough Council. A copy of the Consulting Engineer's Rate Schedule is attached hereto as Exhibit A and is incorporated herein as if fully set forth.[1]

C. 
Costs.
(1) 
A Solicitor fee in the amount of 10% of the outstanding amount owed for utility services provided by the Borough (water or sewer) or solid waste services shall be added to the cost of liens filed of record.
(2) 
Costs incurred by the Borough in providing services, if not identified elsewhere in the Schedule of Rates, shall be billed at actual costs plus 10%.
(3) 
Administrative fee for repayment agreements for delinquent water/sewer charges and solid waste fees. A nonrefundable administrative fee of $200 will be charged to the property owner as part of a repayment agreement entered into between the Borough and the property owner for collection of delinquent water/sewer and/or solid waste charges owed to the Borough, for the purpose of administering the agreement. Additional administrative fee(s) will be charged to the property owner in the event the owner breaches the repayment agreement or seeks to extend its terms.
