The Board of Supervisors of Carroll Township hereby signifies its intention and desire to organize an authority under the provisions of the Municipality Authorities Act of 1945 (Act of May 2, 1945, P.L. 382), as amended.[1]

The Chairman and Secretary of the Board of Supervisors are hereby authorized and directed to execute, on behalf of the Township of Carroll, Articles of Incorporation for said Authority in substantially the following form:
ARTICLES OF INCORPORATION
TO THE SECRETARY OF THE
COMMONWEALTH OF PENNSYLVANIA:
In compliance with the requirements of the Act of May 2, 1945, P.L. 382, known as the "Municipality Authorities Act of 1945," as amended, the municipal authorities of the Township of Carroll, Washington County, Pennsylvania, desiring to incorporate an authority thereunder, do hereby certify:
(a)
The name of the Authority is Carroll Township Authority.
(b)
Said Authority is formed under the provisions of the Act of May 2, 1945, P.L. 382, known as the "Municipality Authorities Act of 1945," as amended.
(c)
No other authority has been organized under the said Municipality Authorities Act of 1945, or under the Act approved the 28th day of June, 1935, (P.L. 463), and is in existence in or for the Township of Carroll, the incorporating municipality herein.
(d)
The name of the incorporating municipality is the Township of Carroll, Washington County, Pennsylvania, and the names and addressed of its municipal authorities are as follows:

(e)
The names, addresses and terms of office of the first members of the Board of said Authority are as follows:

The terms of office shall commence on the date of appointment and shall be computed from January 1, 1952.
(f)
Said authority is organized for all of the purposes set forth in the Municipality Authorities Act of 1945, as amended, and shall have all of the powers granted in said Act.
(g)
The ordinance authorizing the creating of said Authority, certified from the records of the incorporating municipality, together with proofs of publication of notice of intention to file these Articles of Incorporation with the Secretary of the Commonwealth of Pennsylvania are each submitted herewith.
IN WITNESS WHEREOF, the undersigned have executed these Articles of Incorporation on behalf of the Township of Carroll, the incorporating municipality above-named, and have caused to be affixed hereto the seal hereof this 5th day of October, 1951.
The proper officers of the Township are hereby directed, as required by the Municipality Authorities Act of 1945, to cause a notice of this ordinance and of the intention to file with the Secretary of the Commonwealth said Articles of Incorporation to be published one time in the Washington County Reports, the legal periodical of Washington County, Pennsylvania, and one time in the Herald-American, a newspaper published and of general circulation in Washington County, Pennsylvania; to file with the Secretary of the Commonwealth the Articles of Incorporation together with the required proofs of publication of notice of this ordinance and notice of intention to file the Articles of Incorporation, together with a certified copy of this ordinance; and to execute and perform any and all official acts and to pay the fees and costs necessary and appropriate to effect the incorporation of Carroll Township Authority.
Said Authority shall be for all of the purposes set forth the Municipality Authorities Act of 1945, as amended, and shall have all the powers granted in said Act.
