To prepare the City to cope with emergencies resulting from enemy action and natural or man-made disasters, and to comply with Ch. 323, Wis. Stats., it is declared to be necessary to establish an organization for emergency government.
As used in this chapter, unless the context clearly indicates otherwise, the following terms shall have the meanings in this chapter:
EMERGENCY GOVERNMENT
Includes civil defense and all those measures designed and undertaken:
A. 
To minimize the effects upon the civilian population caused or which would be caused by enemy action or natural or man-made disasters.
B. 
To deal with the immediate emergency conditions which could be created by such enemy action or natural or man-made disasters.
C. 
To effectuate emergency repairs to or the emergency restoration of vital public utilities and facilities destroyed or damaged by such enemy action or natural or man-made disasters.
ENEMY ACTION
Any hostile action taken by a foreign power which threatens the security of the state.
NATURAL OR MAN-MADE DISASTER
Includes all other extraordinary misfortune affecting the City, natural or man-made, not included in the term "enemy action."
A. 
There is hereby created an Emergency Government Committee composed of a Chairperson and two additional members of the Common Council, appointed by the Mayor, subject to confirmation of the Common Council.
B. 
The City Emergency Government Committee shall be an advisory and planning group and shall advise the City on all matters pertaining to emergency government. It shall meet upon the call of the Chairperson.
A. 
There is hereby created the office of Emergency Government Director.
B. 
The Emergency Government Director shall be appointed by the Mayor, subject to approval by the Common Council, and shall hold office at the pleasure of the Council. He/she shall receive such compensation as may be authorized by the Common Council.
C. 
The Director, subject to the control and direction of the City Emergency Government Committee, and to the general supervision of the Common Council, shall:
(1) 
Develop and promulgate emergency government plans for the City, consistent with the state and county plans of emergency government.
(2) 
Coordinate and assist in the development of City emergency government plans and integration of such plans with the county plan.
(3) 
Coordinate City emergency government plans with the plans of other municipalities.
(4) 
Perform such other duties relating to emergency government as may be required by the City Emergency Government Committee or Common Council.
In preparing and executing the emergency government program, the services, equipment, supplies and facilities of the existing departments and agencies of the City shall be utilized to the maximum extent practicable; and the officers and personnel of all such departments are directed to cooperate with and extend such services and facilities as are required of them.
The emergency government services provided for by this chapter may be activated by the Mayor, or in his/her absence by the President of the Common Council; by the Emergency Government Director; by the Green Lake County Sheriff's Office; or by the Green Lake County Director of Emergency Government.
No person shall willfully obstruct, hinder or delay any member of the emergency government organization in the enforcement of or violate any order, rule, regulation or plan issued pursuant to the authority contained in this chapter.
