This article shall be known as the "East Lampeter Township Street Light Assessment Ordinance."
This article is adopted pursuant to Sections 2002 and 2003 of the Second Class Township Code.[1] The purpose of this article is to provide the cost of streetlights to the benefited owners.

A. 
There is hereby levied and imposed a uniform annual assessment to be made upon benefited properties on the basis of the front-footage of each property along any highway or road for which streetlight illumination is provided by the Township.
B. 
Properties having frontage on more than one such illuminated highway or road shall be assessed on the basis of the longest frontage.
C. 
The rate per front foot shall be based upon the type of lumen rating for the streetlights in the district established by the Board of Supervisors under Chapter A395, Fee Schedule, Article II, Streetlight Assessments.
D. 
The initial period of assessment shall include the period from the installation of the streetlighting to the end of the first full calendar year thereafter.
E. 
Where streetlights are limited to illumination of the intersection of public roads, the cost shall be borne by the Township.
A. 
The Township or the Tax Collector shall give 30 days' notice that the assessments are due and payable. This notice shall be mailed to the owner, occupant, or tenant of the property and shall state the due date. A discount as determined by the Township Board of Supervisors may be granted for payment within 30 days.
B. 
If any assessment remains unpaid 90 days after the due date, it shall be turned over to the Township Solicitor for collection for the amount of the unpaid balance, plus interest established by the Board of Supervisors from the date the assessment was due and all costs incurred in the collection of the assessment.
The Chairman and Secretary of the Township be and they are hereby authorized and directed to execute on behalf of the Township any and all documents reasonably required to implement this project, to give notice as required, and to do all other acts and deeds necessary for the carrying out of this article.
This article shall become effective on January 1, 2013.
