There is hereby created the office of Township Manager.
The Township Manager shall oversee and participate in the general administration of the Township by performing the following duties, among others:
A. 
Attend all Board of Supervisors meetings and any other meetings which the Supervisors request that the Manager attend, or the Manager otherwise deems necessary or appropriate to attend.
B. 
Inform the Board of Supervisors on matters affecting the public's health, safety and welfare or matters which may be of interest to the public.
C. 
Recommend to the Board of Supervisors changes or improvements to the operation of Township affairs which would be conducive to the public interest and general welfare of the Township.
D. 
Authorize all purchases in the name of the Township in line with daily routine operation of Township business, such as materials and supplies, subject to whatever limitations on such authority the Board of Supervisors may impose by resolution from time to time.
E. 
Review all bills and invoices received by the Township and recommend the payment of such obligations when found to be in order.
F. 
Answer all general correspondence addressed to the Board of Supervisors.
G. 
Delegate such of the above responsibilities as are deemed necessary from time to time.[1]

The Manager shall be responsible for the administration of Township personnel, offices, property and equipment and shall, among other things, perform the following duties:
A. 
Supervise all Township personnel and administer the Township personnel policy for all Township departments.
B. 
Hire, suspend and discharge employees subject to approval of the Board of Supervisors and in accordance with all applicable laws.
C. 
Maintain adequate offices and departmental records as prescribed by the Board of Supervisors and by state law.
D. 
Supervise and be responsible for the proper maintenance and care of Township equipment and property.
E. 
Report to the Board of Supervisors violations of all ordinances and the steps taken to enforce ordinances pursuant to the instructions from the Board of Supervisors.
F. 
Submit annual budget requests to the Township Supervisors and administer the budget within approved limitations.
G. 
Direct and control the Police Department which, subject to such direction and control, shall be headed and supervised by the Chief of Police, who shall make regular and periodic reports of the activities of the Police Department to the Board of Supervisors through the Township Manager.
H. 
Perform such other duties as are assigned from time to time by the Board of Supervisors.

The compensation of the Township Manager shall initially be $38,000 per annum, which may be changed from time to time by action of the Board of Supervisors.
