The Board of Township Supervisors hereby signifies its intention and desire to organize an authority under the provisions of the "Municipality Authorities Act of 1945," as amended.[1]

The Chairman and the Secretary of the Board of Township Supervisors are hereby authorized and directed to execute on behalf of East Lampeter Township Articles of Incorporation for the Authority, in substantially the following form:
A. 
The name of the authority is "East Lampeter Sewer Authority."
B. 
The authority is formed under the provisions of the Act of May 2, 1945, P.L. 382, as amended.
C. 
No other authority has been organized under said "Municipality Authorities Act of 1945" (Act of May 2, 1945, P.L. 382, as amended) or under the Act of June 28, 1935, P.L. 463, as amended, and is in existence in and for the incorporating municipality, East Lampeter Township, except that said incorporating municipality, together with the City of Lancaster, the Townships of East Hempfield, Lancaster, Manheim, Manor and West Lampeter, all located in Lancaster County, Pennsylvania, previously organized an authority known as the "Lancaster Area Refuse Authority" under provisions of the said "Municipality Authorities Act of 1945," as amended.
D. 
The name of the incorporating municipality is East Lampeter Township, Lancaster County, Pennsylvania.
E. 
The names and addresses of its municipal authorities are as follows:[1]

F. 
The names, addresses and terms of office of the first members of the Board of the Authority to be formed hereby are as follows:[2]

G. 
In addition to the powers and project authorizations of the Authority provided for in Ord. No. 18 of 1970 of the Board of Supervisors of the Township, to wit, "exercising and enjoying all powers capable of being exercised by the municipal authority" and "undertaking projects to acquire, hold, construct, improve, maintain, operate, own and lease, either in the capacity of lessor or lessee, sewers, sewer systems, interceptor lines, sewage treatment works and works for the treatment and disposal of industrial waste," the Authority is authorized to acquire, hold, construct, improve, maintain, operate and own stormwater systems or parts thereof, including the planning, management and implementation of stormwater systems.

The Chairman and the Secretary of the Board of Township Supervisors are hereby directed to cause a notice of the proposed filing of the above Articles of Incorporation to be published once in the Lancaster Law Review and once in a newspaper published and of general circulation in Lancaster County, Pennsylvania, as required by the Municipality Authorities Act of 1945, as amended.
The Chairman and the Secretary of the Board of Township Supervisors are directed to file said Articles of Incorporation, together with the necessary proofs of publication, with the Secretary of the Commonwealth, and to do all other acts and things necessary or appropriate to effect the incorporation of the East Lampeter Sewer Authority.
The following named persons be and they hereby are appointed as the first members of the Board of the Authority, whose terms of office shall commence on the date of appointment and shall be computed from January 1 next succeeding the date of incorporation:[1]

The project which shall first be undertaken by the Authority is to acquire, hold, construct, improve, maintain, operate, own, lease either as lessor or as lessee, sewers, sewer systems and sewage treatment works for East Lampeter Township and for such other territory as it may be authorized to serve.
