A. 
There is hereby established an Electrical Commission for the Village of Flossmoor. The Electrical Commission shall consist of six members as follows: the Chief Electrical Inspector, who shall be ex officio Chairman of the Commission; of the other five members of the Commission, one shall be a registered professional engineer, one an electrical contractor, one a journeyman electrician, one a representative of an inspection bureau maintained by the Fire Underwriters, if such a representative resides in the Village, and if no such representative resides in the Village, then the Chief of the Fire Department, and one a representative of an electricity supply company. If at times there is no person residing in the Village who is qualified under any one of these descriptions, the Mayor may appoint some other person to fill that position.
B. 
Such members shall be appointed for three-year terms by the Mayor by and with the advice and consent of the Board of Trustees. The appointments shall be staggered, two in each year, to provide continuity of membership on the Commission.

The Electrical Commission shall recommend safe and practical standards and specifications for installation, alteration and use of electrical equipment designed to meet the necessities and conditions that prevail in the Village, shall recommend reasonable rules and regulations governing the issuance of permits by the Division of Inspectional Services for electrical installations, and shall recommend reasonable fees to be paid therefor and for inspections, provided that such standards and rules and regulations shall not be effective unless the same have been adopted by ordinance.

Upon the adoption by ordinance of such standards, specifications, rules, regulations and fees, the same shall at once become operative and no electrical equipment shall be installed or altered except upon a permit first being issued, as provided for in the Electric Code published in a separate pamphlet and available at the Village Hall offices.
