It is hereby determined that in order for the Village of Flossmoor to provide and maintain a sufficient and manageable water supply and distribution system for human consumption, sanitation, and fire protection, and to insure the safety and well being of the users of water provided by the Village of Flossmoor, the Village shall limit water consumption through restrictions and prohibitions on the use of Village water during certain times of the year and as set out below.
For the purpose of this Article 4, the following terms shall have the meanings given herein:
USERS OF WATER
Includes all persons and entities who use and/or purchase water provided by the Village of Flossmoor.
VILLAGE WATER
Potable water supplied by the Village of Flossmoor and does not include water from private wells.
A. 
This section shall apply to all users of Village water. From May 15 through September 15 of each year, the following restrictions and prohibitions on the use of Village water shall be in effect:
(1) 
Lawn sprinkling shall not occur on consecutive days, nor between the hours of 12:00 noon and 6:00 p.m. on any day.

(2) 
The watering of shrubs, plants, trees, and gardens is permitted at any time, but only by low-volume sprinkling systems, such as drip, spray, or bubbler emitters or by hand held hose.
B. 
The Village Manager, or his designated agent, is hereby authorized and directed to ensure compliance with and enforcement of the conservation measures set forth in Subsection A above.
This section shall apply to users of Village water who will have newly seeded or sodded turf areas. Such users may apply to the Village of Flossmoor Public Works Director's office for a lawn watering exemption permit.
A. 
Property owners who have received a permit as required by this section may use Village water for the watering or sprinkling of the new sod or newly seeded turf areas without time restrictions on the first day that sod or seed is placed, and on the next day following. Thereafter, the provisions of § 277-4-3 shall apply to holders of such permits, except as provided in Subsection B below.
B. 
Owners of properties which have newly seeded turf area(s) may, in addition to the permitted watering as set forth above in Subsection A, also water or sprinkle newly seeded turf area(s) between the hours of 1:00 p.m. and 3:00 p.m., or use a hand-held garden hose to water the newly seeded turf at any time, until the first mowing of the newly seeded area(s). Thereafter, the provisions of § 277-4-3 shall apply.
A. 
At any time an emergency exists, whether or not between May 15 and September 15, as determined by the Village Manager or his designated agent, by reason of a shortage of water, limited distribution facilities or any other circumstances which make it necessary to immediately conserve water, there is hereby delegated to the Village Manager or his designated agent the authority to implement the conservation measures of § 277-4-3 above and other conservation measures which may include but are not limited to any or all of the following measures which are then necessary to maintain potable water for essential public health and safety functions:
(1) 
Permit the watering or sprinkling of lawns or turf at locations with even-numbered addresses on even-numbered days of the month and at locations with odd-numbered addresses on odd-numbered days of the month only;
(2) 
Prohibit the watering or irrigation of lawns, turf areas, shrubs, plants, trees, and gardens;
(3) 
Prohibit the washing of hard-surfaced areas, such as sidewalks, driveway, parking lots, patios, and tennis courts, by use of a water hose;
(4) 
Prohibit the use of Village water from fire hydrants for construction purposes, fire drills, or routine hydrant testing;
(5) 
Prohibit the washing of motor vehicles, trailers, boats, and recreational vehicles by hosing or by use of water directly from faucets.
B. 
The emergency measures imposed under this section shall remain in effect until the Village Manager determines the measures are no longer necessary or until the next regularly scheduled meeting or special meeting of the Board of Trustees, whichever first occurs, at which time the Board shall decide whether it is necessary to continue, discontinue, or modify the said measures. Nothing herein shall restrict the authority of the Village Manager to implement more restrictive conservation measures which are necessary to maintain potable water for essential public health and safety functions.[1]
