The Council shall appoint a Municipal Clerk for a term of three years. Prior to his appointment, he shall be qualified by training and experience to perform the duties of his office. He shall serve as Municipal Clerk of the Council, keep its minutes and records of its proceedings, maintain and compile its ordinances and resolutions as the Charter may require and perform such other functions as may be required by law.
A. 
Custodian of records. The Municipal Clerk shall have custody of and safely keep all records, books and documents of the Township, except those committed by Charter or ordinance to any other office or transferred thereto by the Mayor. He shall, upon request and upon the payment of the fees prescribed therefor, for the use of the Township, furnish a certified copy of any such paper in his custody, under the corporate Seal of the Township.[1]

B. 
Registrar of real property. The Municipal Clerk shall maintain a record of all real property which the Township may acquire, sell or lease. The records shall be in such form and contain such information as the Division of Local Finance in the Department of Community Affairs of the state shall prescribe. They shall be available for inspection in the office of the Municipal Clerk.
C. 
Corporate Seal. The Municipal Clerk shall cause the Corporate Seal to be affixed to instruments and writings when authorized by ordinance or resolution of the Council or when necessary to exemplify any document on record in his office or to certify any act or paper which from the records in his office appears to have been a public act of the Township or a public document. He shall not affix the Seal or cause or permit it to be affixed to any other instrument or writing or other paper unless required by law or ordinance.
D. 
Insurance; surety bonds; contracts; licenses. The Municipal Clerk, subject to law, shall:
(1) 
Be the depository and custodian of all official surety bonds furnished by or on account of any officer or employee, except his own bond, which shall be placed in the custody of the Township Treasurer; of all insurance policies upon or with respect to risks insured for the benefit of the Township or to protect it against any claim, demand or liability whatsoever; and of all formal contracts for work, labor, services, supplies, equipment and materials to which the municipality may be a party.
(2) 
Have custody of all leases of property owned by the Township.
(3) 
Be the depository for and have custody of all performance bonds running to the Township as obligee, or any other form of security given by any contractor, subdivision developer or other person on account of work done or to be done in or for the Township, and maintain a reference file on such items.
(4) 
Administer the provisions of the Township ordinances with reference to the licensing of occupations and activities for which licenses are required by law or ordinance to be obtained from the Municipal Clerk.
(5) 
Issue such licenses as may be required by the State Alcoholic Beverage Control Law, N.J.S.A. 33:1-1 et seq., and the ordinances of the Township.
E. 
Perform all functions. The Municipal Clerk shall perform all the functions required of municipal clerks by the General Election Law (N.J.S.A. Title 19) and any other law or ordinance, and have such other, different and additional functions, powers and duties as may be prescribed by law or ordinance or delegated to him by the Council.
A. 
Appointment and term. There shall be an office of Deputy Municipal Clerk of the Township appointed by the Council, who shall hold the office for a term of five years from and after the date of appointment thereto.
B. 
Duties. The Deputy Municipal Clerk shall act in place of the Municipal Clerk during any temporary absence, disability or disqualification of the Municipal Clerk. He shall perform all duties required by law, and shall perform such other duties as shall be assigned to him by the Municipal Clerk.
