The Council shall appoint a Municipal Clerk for a term of three
years. Prior to his appointment, he shall be qualified by training
and experience to perform the duties of his office. He shall serve
as Municipal Clerk of the Council, keep its minutes and records of
its proceedings, maintain and compile its ordinances and resolutions
as the Charter may require and perform such other functions as may
be required by law.
