There shall be a Department of Administration, the director
of which shall be the Business Administrator, who shall serve the
Township in a full-time capacity. The Department shall consist of
a Division of Personnel, a Division of Purchasing and a Division of
the Budget. Unless another person is appointed in such capacity, the
Business Administrator shall serve as the head of each of these divisions.
Within the Department of Administration there shall be a Division
of Personnel.
A. The Superintendent of Personnel shall be the certifying agent for
the public employees' retirement system of the state, consolidated
police and firemen's pension of the state, police and firemen's retirement
system of the state, old-age and survivors insurance system, and hospitalization,
medical, surgical and other major medical group insurance plans for
employees.
B. The Division of Personnel shall:
(1) From time to time review the civil service job classification of
the Township, including unclassified service and all positions lying
outside the civil service system. Subject to the approval of the Mayor,
there shall be prepared and installed a Township personnel program,
including classification and reclassification, a pay plan, performance
standards and uniform evaluation procedures and all other personnel
policies.
(2) Provide and maintain a complete system of central personnel records
of all Township officers and employees.
(3) Review and make positive recommendations concerning all personnel
actions of any department prior to their taking effect.
Under the supervision of the Business Administrator, the Division
of Purchasing shall be responsible for the purchase of all materials,
supplies, equipment and contractual services used by any department
of the Township government. All purchases shall be made in accordance
with the procedures prescribed by this Code and any other ordinances
of the Township.
Under the supervision of the Business Administrator, the Division
of Budget shall prepare and compile budget studies, analyses and schedules,
assist in the conduct of departmental budget hearings and otherwise
assist the Mayor in such manner as he shall require in the preparation
of the annual municipal budget. This function shall be carried out
in accordance with the further provisions of this Code concerning
the preparation and administration of the budget.
