There shall be a Department of Public Works, the head of which shall be the Director. Within the Department of Public Works there shall be a Division of Roads and a Division of Buildings and Grounds.
The Division of Roads shall be headed by a Road Superintendent and shall be responsible for the maintenance and repair of all roads and drains in the Township. In addition, the Division shall provide, operate and maintain the facilities for the collection and disposal of refuse and garbage at such times and in such manner as may be authorized by the Superintendent and shall be in charge of and shall operate and maintain the facilities of the sanitary landfill. The Division shall perform the assembly, installation and maintenance of traffic control signs and the painting of traffic lines, and perform related work as required, which shall include the operation and maintenance of the streetlighting system of the Township, except that the Police Division shall check for streetlight outages.
The Division of Buildings and Grounds shall maintain all Township buildings and grounds, all Township-owned property and park facilities, including lawns and shrubs. The work of this Division shall be under the supervision of the Division Superintendent, who shall:
A. 
Supervise and work with a group of employees engaged in the cleaning and maintenance of buildings and grounds.
B. 
Inspect, analyze and determine the cleaning work to be done and the materials needed; establish, maintain and develop effective work plans for subordinates; and supervise and take a leading part in the cleaning, maintenance and repair of buildings and grounds.
C. 
Supervise and take a leading part in the reconditioning, care and maintenance of grounds and parking areas; make inspections of the buildings and grounds to note significant conditions and see that needed work is done; and paint, store, safeguard, distribute and supervise the proper use of needed equipment, materials and supplies.
D. 
Supervise all aspects of park maintenance and repair operations.
