[Adopted as Ch. 122, Art. II, Secs. 122-33 through 122-38, of the 1994 Code of Ordinances]
A. 
The owner, agent, lessor or landlord of every dwelling, apartment, hotel, rooming house, store, business, building, market, restaurant or other premises in the Township where garbage, rubbish, paper or trade waste is accumulated and privately collected shall provide and keep on such premises sufficient and suitable metal receptacles or metal dumpsters, or metal cans or metal barrels, with tight-fitting covers for these containers, for receiving and holding such materials.
B. 
All receptacles used for the purposes described in this article at no time shall be filled higher than one inch below the top and, when so filled, shall be promptly emptied or removed by the private collector. All receptacles shall be kept covered at all times and in an upright position. All receptacles shall be disinfected and deodorized after each and every collection with such disinfectant and deodorizer as prescribed by the Division of Health.

A. 
Standards. All vehicles used in the private collection of garbage, rubbish, paper or trade waste traveling through the streets of the Township shall have a good and tight body and, when loaded, shall be securely covered with a type of cover approved by the Township Division of Health so as to prevent their contents from being scattered upon the streets. Each vehicle shall be equipped to disinfect and deodorize all receptacles upon each and every collection.
B. 
Storage. When not in use, all vehicles and all implements used in connection therewith shall be stored and kept in some place where no needless offense shall be given to any of the inhabitants of the Township.
Receptacles which have an actual internal volume of one cubic yard or greater and tip over when tested under conditions as set forth in § 420-5 and using procedures described in § 420-6 are a banned hazardous product.
Test conditions for refuse bins are as follows:
A. 
The refuse bin shall be empty and have its lids or covers in a position which would most adversely affect the stability of the bin when tested.
B. 
The refuse bin shall be tested on a hard, flat surface. During testing, the bin shall not be tilted from level in such a way as to increase its stability.
C. 
Those refuse bins equipped with casters or wheels shall have the casters or wheels positioned in a position which would most adversely affect the stability of the bin and shall be chocked to prevent movement.
D. 
The stability of the refuse bin shall be tested without dependence upon nonpermanent attachments or restraints such as chains or guys.
E. 
For purposes of enforcement, bins will be tested by the Township in that position which most adversely affects their stability.
Refuse bins shall be tested by applying forces as described in Subsections A and B of this section one after the other.
A. 
A horizontal force of 70 pounds (311 N) shall be applied at a point and in a direction most likely to cause tipping.
B. 
A vertically downward force of 191 pounds (850 N) shall be applied to a point most likely to cause tipping.
