The Township of Susquehanna hereby adopts and enacts the 2021 International Property Maintenance Code regulating and governing the condition and maintenance of all property, buildings and structures existing in the Township of Susquehanna by providing standards for supplied utilities and facilities and other physical things and conditions essential to ensure that structures are safe, sanitary and fit for occupation and use; and the condemnation of buildings and structures unfit for human occupation and use and the demolition of such existing structures as herein provided; providing for the issuance of permits and collection of fees therefor; and each and all regulations, provisions, penalties, conditions and terms of said Property Maintenance Code.

The following sections are revised:
Section 103.5. Fees for activities of services performed in carrying out responsibility under the International Property Maintenance Code shall be set forth in the fee resolution adopted from time to time by the Board of Commissioners of Susquehanna Township.
Section 304.14. During the period from October 15 to May 1, every door, window and other outside opening required for ventilation of habitable rooms, food preparation areas, food service areas or any areas where products to be included or utilized in food for human consumption are processed, manufactured, packaged or stored shall be supplied with approved tightly fitting screens of not less than 16 mesh per inch (16 mesh per 25 mm), and every swinging door shall have a self-closing device in good working condition.
Section 602.3. Every owner and operator of every building who rents, leases or lets one or more dwelling unit, rooming unit, dormitory or guest room on terms, either expressed or implied, to furnish heat to occupants thereof shall supply heat during the period from October 15 to May 1 to maintain a temperature of not less than 68° F. (20° C.) in all habitable rooms, bathrooms, and toilet rooms.
Section 602.4. Indoor occupiable work spaces shall be supplied with heat during the period from October 15 to May 1 to maintain a temperature of not less than 65° F. (18° C.) during the period the spaces are occupied.

The following sections are added:
Section 302.10. No vegetation, bushes or plants shall overhang, extend or grow from one property across the boundary line to another property without the written consent of the owner of the property onto which the vegetation extends, except for branches of trees more than 14 feet in height above the ground. If the Township determines that vegetation, other than trees exempted hereunder, overhangs or extends from one property across the boundary line onto or above another without the written consent of the owner of the property onto which such vegetation extends or overhangs, the owner of the property from which the vegetation emanates shall be given written notice that, failing to remedy the situation within a period of time specified by the Township, which period of time shall not be less than 10 days, the same shall be a violation hereof and the Township may cite the resident for the violation thereof with penalties as existing for any violation of the Property Maintenance Code.

The Township of Susquehanna may, by resolution of the Board of Commissioners, adopt the most recently published edition of the Property Maintenance Code, as amended and republished from time to time. As new editions of the International Property Maintenance Code are adopted and published, the same shall become effective at Susquehanna Township 30 days after the Township shall advertise and publish in a newspaper of general circulation the adoption of the same.
