As used in this chapter, the following terms shall have the meanings indicated:
NAIL TECHNICIAN
A person who, for compensation, cuts, shapes, polishes or enhances the appearance of the nails of the hands or feet, including, but not limited to, the application and removal of sculptured or artificial nails.
SALON
Includes any shop, store, day spa or other commercial establishment at which the practice of barbering, as described in C.G.S. § 20-234; hairdressing and cosmetology, as defined in C.G.S. § 20-250; or the services of a nail technician, or any combination thereof, is offered and provided.

Businesses as defined in § 338-1 shall register on an annual basis with the Director of Health or his designee. Said registrations shall include the business name and address and the name of the owner or manager of said business.

The Director of Health or his designee or the Director's authorized representative shall, on an annual basis, inspect all salons within the Director's jurisdiction regarding their sanitary condition. The Director of Health or the Director's authorized representative shall have full power to enter and inspect any such salon during usual business hours. If any salon upon inspection is found to be in an unsanitary condition, the Director of Health or his designee shall make written order that such salon shall be placed in a sanitary condition within a time period not to exceed two days. The Director of Health or his designee shall collect from the operator of any such salon a fee for the cost of conducting annual inspections. Fees are listed in the Fee Schedule, § 37-1 of this Code, and posted on the Town of Southington website.
The penalty for violations of this chapter shall be as set forth in the Connecticut General Statutes and the Connecticut Public Health Code.
