As used in this article, the following terms shall have the meanings indicated:
VEHICLE
Any device in, upon or by which any person or property is or may be transported upon a highway.
It shall be unlawful from November 15 to April 15 for the owner or operator of a vehicle to allow such vehicle to stand or park on any street in the Town for more than one hour between the hours of 12:00 midnight and 6:00 a.m. on any given day.
The Chief of Police or such other person as may be designated by him to act in his absence or incapacity may terminate street parking on any or all of the streets in the Town during a snowstorm or other emergency.
Any vehicle left parked upon the street which may be considered a detriment to snowplowing, snow removal or sanding, or any vehicle left parking upon the street in violation of any other provisions of this article, may be removed by the Police Department at the expense of the owner of the vehicle for towing and storage.

The Southington Police Department shall cause written notice of violations of § 390-10 or 390-11 to be placed on offending vehicles, with the fine stated thereon. All fines are to be paid at the Southington Police Department, 351 Main Street, Southington, Connecticut, or such other place as designated on such traffic ticket, within seven days after the offense. Fines remaining unpaid more than seven days after the offense shall be doubled. If fines remain unpaid more than 14 days from the date of the offense, a warrant may be issued for the arrest of the offender. Fines are listed in the Fine Schedule, § 37-2 of this Code, and posted on the Town of Southington website.

A. 
Definitions. As used in this section, the following terms shall have the meanings indicated:
MOTOR VEHICLE
That type of vehicle as defined by Section 14-1(53) of the Connecticut General Statutes.
MOTORCYCLE
That type of vehicle as defined by Section 14-1(54) of the Connecticut General Statutes.
RECREATIONAL VEHICLE
Motor bikes, mopeds, dirt bikes, snowmobiles, minibikes, all-terrain vehicles or any other motorized recreational vehicle. This definition shall apply regardless of the number of wheels, but shall not include motorized wheelchairs designated for persons with disabilities.
TOWN LAND
Any land owned or leased by the Town, including but not limited to parks, school sites, easements, and any other properties wherein the Town has any rights to the usage of the same.
B. 
Violation. No owner or operator of a recreational vehicle shall operate or shall allow the operation of said vehicle on Town land.
C. 
Places of operation. A motor vehicle or motorcycle shall only be operated on Town land, designated roadways or parking areas.
D. 
Penalties for offenses. Any person violating any of the provisions of this article shall be fined in accordance with § 1-2 of this Code. Summonses will be issued by the Southington Police Department. All fines are to be paid at the Southington Police Department, 351 Main Street, Southington, Connecticut, or such other place as designated on such summons, within seven days after the offense. Fines remaining unpaid more than seven days after the offense shall be doubled. If fines remain unpaid more than 14 days from the date of the offense, a warrant may be issued for the arrest of the offender.
