A. 
Membership. The Board of Review shall consist of five members and two alternates. The members and alternates shall be residents of the City. The members shall consist of:
(1) 
The Mayor, except if the Mayor is absent or is otherwise unavailable to hear an objection, then the Common Council President shall act as the alternate to the Mayor.
(2) 
The City Clerk, except that if the City Clerk is absent or is otherwise unavailable to hear an objection, then the Deputy City Clerk shall serve.
(3) 
The City Treasurer, except that if the City Treasurer is absent or is otherwise unavailable to hear an objection, then the Deputy City Treasurer shall serve.
(4) 
The Mayor shall appoint, annually, for a term of one year, subject to the confirmation by the Common Council, two members of the Common Council.
(5) 
The Mayor shall appoint subject to confirmation by the Common Council, for a term of three years, two alternate members of the Board who are residents of the city, the First Alternate, and the Second Alternate. The First Alternate member shall act with full power of a member when one member is absent, or is otherwise unavailable. The Second Alternate member shall act with full power of a member when two members are absent, or are otherwise unavailable.
(6) 
If the City Clerk, or Deputy City Clerk, Treasurer or Deputy Treasurer is not a resident of the City, the Mayor shall appoint a member of the Common Council subject to confirmation by the Common Council.
B. 
Determination of appeals. All provision of Chapter 70.47, Wis. Stats., regarding hearing and determining appeals, are applicable including the duties and powers prescribed for Board of Review proceedings.
C. 
Membership training. As provided under § 70.46, Wis. Stats., the Board of Review may not be constituted unless it includes one voting member who has within two years of the first annual meeting attended a training session under § 73.03(55), Wis. Stats. The City Clerk shall provide an affidavit to the Wisconsin Department of Revenue stating whether the requirement under this section has been fulfilled.
D. 
Compensation. Compensation for members of the Board of Review who are neither City elected officials nor employees may be established by the Common Council by resolution.
E. 
Organization. At the first annual meeting the Board of Review shall organize by the election of a chairperson. The City Clerk or Deputy Clerk shall act as secretary of the Board and keep an accurate record of all its proceedings.
In accordance with the provisions of § 62.14, Wis. Stats., the duties and powers of the Board of Public Works shall be exercised as follows:

Duties and powers under §§ 62.14(6) and 62.15, Wis. Stats., by the Public Works and Utility Committee, except as reserved to the Common Council under Subsection B hereof.

B. 
In all cases, the Common Council shall have the final authority to review and modify action of said Committee, and the Common Council shall specifically have the authority to make the final determination on the nature and extent of public works projects to be carried out and awarding of contracts for the same. The Common Council may also exercise any duties and powers of the Board of Public Works not specifically allocated herein.

The Zoning Board of Appeals shall be appointed pursuant to the terms of Chapter 340, Zoning, of this Code and shall have all the duties and powers prescribed in Chapter 340 of this Code and by law.
A. 
Composition of Board.

(1) 
The Library Board shall consist of seven members appointed by the Mayor with the approval of the Common Council. Members shall be residents of the City of Lodi, except that not more than two members may reside outside of the City of Lodi and in the Lodi Library service area. The Mayor shall appoint as one of the members an administrator of the Lodi Joint School District No. 1, or his/her designee, to represent the school district. No more than one member of the Common Council shall be at any time a member of the Library Board. The Library Board members shall be appointed for staggered terms of three years to commence on May 1.
(2) 
In addition, a maximum of four members may be appointed by the Columbia County Board Chairperson in accordance with and in the manner prescribed by § 43.60, Wis. Stats.
B. 
The Board shall have the duties and powers prescribed by Ch. 43, Wis. Stats.
C. 
The members of the Board shall not be compensated except as follows:

(1) 
Members may be reimbursed for their actual and necessary expenses incurred in performing duties, outside the municipality, if so authorized by the Library Board.
(2) 
Members may receive per diem, mileage and reimbursement for other necessary expenses incurred in performing their duties if so authorized by the Library Board and the Common Council.

The Plan Commission shall consist of seven members. The Mayor, with the approval of the Common Council, shall appoint all members. The Mayor shall choose the presiding officer. The Mayor may appoint himself or herself to the Commission and may appoint other elected or appointed officials, except that the Commission shall always have at least three members who are not City officials. Citizen members shall be persons of recognized experience and qualifications.

Pursuant to § 66.0805(6), Wis. Stats., the oversight for the operation of the City of Lodi public utility shall be provided by the Public Works and Utility Committee. In all cases, the Common Council shall have the final authority to review and modify action of said Committee.

The Mayor shall appoint, subject to confirmation by the Common Council, one Common Council member and one citizen member to represent the City of Lodi on the Lodi Area Fire District Commission, whose terms shall be for a period of two years commencing on the fourth Monday in April.
The City of Lodi, pursuant to § 62.13, Wis. Stats., shall have a Board of Police Commissioners (hereinafter referred to as the "Police Commission"). The Police Commission shall consist of five citizens, residents of the City of Lodi, appointed by the Mayor, subject to confirmation by the Common Council. Members shall serve staggered terms of five years each. The Mayor shall annually, at the time of making other appointments provided for in this chapter, appoint a member to take the place of the member whose term has expired.
A. 
Commission members shall receive such salaries and expenses as the Common Council shall from time to time determine.
B. 
The Commission shall elect one of its members as President and Secretary. The President shall preside at all meetings and all special meetings and preside at all hearings, issue subpoenas to compel the attendance of witnesses, receive written charges and exercise any other powers granted by law. The Secretary shall keep the minutes of all meetings, keep the records of the proceedings of the Commission and conduct all correspondence.
C. 
A meeting of the Commission may be called by the President at such time as he deems necessary and shall be called upon request of three of the Commission members.
D. 
Subsections (1) through (6) of § 62.13, Wis. Stats., shall apply to the City of Lodi, provided that said Subsection (6) shall not have any effect unless adopted by the electors in a referendum election pursuant to the terms of said subsection.
E. 
The Commission shall have the duties and powers provided by § 62.13, Wis. Stats., other related statutes, Chapter 259 of this Code and by law.

The Mayor shall appoint, subject to confirmation by the Common Council, one Common Council member and one citizen member to represent the City of Lodi on the Lodi Area Emergency Medical Services Commission, whose terms shall be for a period of two years commencing on July 1.

The Mayor shall appoint, subject to confirmation of the Common Council, three persons to serve as the Ethics Inquiry Board authorized by § 19.59(3), Wis. Stats., and referenced in Code Chapter 54. The term of each member shall be a staggered three-year term commencing May 1, or remaining portions of such term, except that when the initial appointments are made, one member shall be appointed for one year, one member shall be appointed for two years, and one member shall be appointed for three years. The Ethics Inquiry Board shall have the duties and powers prescribed by Chapter 54 of this Code.[1]
