A.
Membership. The Board of Review shall consist of five members and two alternates. The members and alternates shall be residents of the City. The members shall consist of:
(1)
The Mayor, except if the Mayor is absent or is otherwise unavailable to hear an objection, then the Common Council President shall act as the alternate to the Mayor.
(2)
The City Clerk, except that if the City Clerk is absent or is otherwise unavailable to hear an objection, then the Deputy City Clerk shall serve.
(3)
The City Treasurer, except that if the City Treasurer is absent or is otherwise unavailable to hear an objection, then the Deputy City Treasurer shall serve.
(4)
The Mayor shall appoint, annually, for a term of one year, subject to the confirmation by the Common Council, two members of the Common Council.
(5)
The Mayor shall appoint subject to confirmation by the Common Council, for a term of three years, two alternate members of the Board who are residents of the city, the First Alternate, and the Second Alternate. The First Alternate member shall act with full power of a member when one member is absent, or is otherwise unavailable. The Second Alternate member shall act with full power of a member when two members are absent, or are otherwise unavailable.

If the City Clerk, or Deputy City Clerk, Treasurer or Deputy Treasurer is not a resident of the City, the Mayor shall appoint a member of the Common Council subject to confirmation by the Common Council.
B.
Determination of appeals. All provision of Chapter 70.47, Wis. Stats., regarding hearing and determining appeals, are applicable including the duties and powers prescribed for Board of Review proceedings.
C.
Membership training. As provided under § 70.46, Wis. Stats., the Board of Review may not be constituted unless it includes one voting member who has within two years of the first annual meeting attended a training session under § 73.03(55), Wis. Stats. The City Clerk shall provide an affidavit to the Wisconsin Department of Revenue stating whether the requirement under this section has been fulfilled.
D.
Compensation. Compensation for members of the Board of Review who are neither City elected officials nor employees may be established by the Common Council by resolution.
E.
Organization. At the first annual meeting the Board of Review shall organize by the election of a chairperson. The City Clerk or Deputy Clerk shall act as secretary of the Board and keep an accurate record of all its proceedings.
