Where the lands of a property owner abut a right-of-way, it shall be the responsibility of such property owner to keep the area between the property line and the street line, including the sidewalk, driveway apron and curb, as the case may be, in good repair. The street line for the purposes of this article is designated as the edge of the paved surface of the street.
If it comes to the attention of the Director of Public Works that the area described in § 435-34 is kept in such a state of disrepair as to endanger the health and general welfare of the citizens of the Township, he may order the property owner to repair the area within 10 days.

If the owner of the lands in question shall refuse or neglect to abate or remedy the condition within 30 days following receipt of notice pursuant to § 435-35, the Director of Public Works shall cause the condition to be remedied and shall certify the cost to the Director of Finance, who shall cause the costs as shown to be charged against the lands. The amount so charged shall forthwith become a lien upon such lands and shall be added to and become and form a part of the taxes next to be assessed and levied upon such lands, and such amount shall bear interest at the same rate as taxes and shall be collected and enforced in the same manner as taxes.
