As used in this Article, the following terms shall have the respective meanings ascribed to them:
A sedan motor vehicle which has:
An interior cubic volume of less than one hundred ten (110) cubic feet, and
A height of less than sixty (60) inches, and
Regardless of its chassis construction, is not designated by its manufacturer as a mini van, van, truck, utility vehicle, sports utility vehicle (SUV), crossover, station wagon or jeep.
Every individual who shall operate a vehicle as the owner thereof, or as the agent, employee or permittee of the owner, or is in actual physical control of a vehicle.
The standing of a vehicle, whether occupied or not, upon a street otherwise than temporarily for the purpose of, and while actually engaged in, receiving or discharging passengers or loading or unloading merchandise or in obedience to traffic regulations, signs or signals or an involuntary stopping of the vehicle by reason of causes beyond the control of the operator of the vehicle.
Any mechanical, electronic or other device or computer program, software or application used for the purpose of regulating, managing and controlling the use of parking spaces and obtaining payment for such use either by deposit of currency, use of a credit device or other approved payment process approved by the City Manager. This term shall include: (i) any software or application ("app") by which parking fees may be paid electronically; and (ii) any mechanical, electronic or other device or meter of any kind, including "pay and display," "pay by space," "pay by plate" and similar devices, placed or erected by authority of this Article on City streets and other parking areas under the jurisdiction of the City.

Any space within a parking meter zone which requires the payment of fees for its use and which is designated for use for parking of a single vehicle by lines painted or otherwise durably marked on the curb or on the surface of the street.

An area of the City where parking is regulated and the payment of fees is required for the use of parking spaces.

Any device in, upon or by which any person or property is or may be transported upon a highway, except a device which is operated upon rails or tracks.
