As used in this Article, the following terms shall have the respective meanings ascribed to them:
COMPACT CAR
A sedan motor vehicle which has:
1. 
An interior cubic volume of less than one hundred ten (110) cubic feet, and
2. 
A height of less than sixty (60) inches, and
3. 
Regardless of its chassis construction, is not designated by its manufacturer as a mini van, van, truck, utility vehicle, sports utility vehicle (SUV), crossover, station wagon or jeep.
OPERATOR
Every individual who shall operate a vehicle as the owner thereof, or as the agent, employee or permittee of the owner, or is in actual physical control of a vehicle.
PARK or PARKING
The standing of a vehicle, whether occupied or not, upon a street otherwise than temporarily for the purpose of, and while actually engaged in, receiving or discharging passengers or loading or unloading merchandise or in obedience to traffic regulations, signs or signals or an involuntary stopping of the vehicle by reason of causes beyond the control of the operator of the vehicle.
PARKING METER
Any mechanical, electronic or other device or computer program, software or application used for the purpose of regulating, managing and controlling the use of parking spaces and obtaining payment for such use either by deposit of currency, use of a credit device or other approved payment process approved by the City Manager. This term shall include: (i) any software or application ("app") by which parking fees may be paid electronically; and (ii) any mechanical, electronic or other device or meter of any kind, including "pay and display," "pay by space," "pay by plate" and similar devices, placed or erected by authority of this Article on City streets and other parking areas under the jurisdiction of the City.

PARKING METER SPACE
Any space within a parking meter zone which requires the payment of fees for its use and which is designated for use for parking of a single vehicle by lines painted or otherwise durably marked on the curb or on the surface of the street.

PARKING METER ZONE
An area of the City where parking is regulated and the payment of fees is required for the use of parking spaces.

VEHICLE
Any device in, upon or by which any person or property is or may be transported upon a highway, except a device which is operated upon rails or tracks.

The Director of Public Works, subject to the supervision of the City Manager, is directed and authorized to cause to be marked off individual spaces in the parking zones designated and described in Section 350.190, and in such other zones as may be established, said parking spaces to be designated by lines painted or durably marked on the curbing or surface of the street. At each space so marked off it shall be unlawful to park any vehicle in such a way that said vehicle shall not be entirely within the limits of the space so designated. The Director of Public Works may similarly restrict or designate parking of vehicles of specific dimensions or character at parking spaces or parking meter spaces by signage at locations where parked vehicles restrict sight distance or visibility from driveways, alleys or side streets.

In parking meter zones, the Director of Public Works, subject to the supervision of the City Manager, shall cause parking meters to be installed proximate to the parking spaces provided in Section 350.140, and the Director of Public Works shall be responsible for the regulation, control, operation, maintenance, and use of such parking meters. If payment may be made electronically through a computer program, software or application, instructions for use shall be posted in such locations approved by the Director of Public Works, subject to the supervision of the City Manager. Each mechanical parking meter shall be so placed so as to display a signal showing legal parking duration upon the appropriate payment, for the period of time prescribed by this Article. Each "Pay and Display," "Pay by Space" or "Pay by Plate" device shall provide a proof of payment receipt or indication on the parking payment device of the expiration of the lawful time for the period of time prescribed by this Article. The right of any vehicle to occupy any space shall cease and the operator, owner, possessor or manager thereof shall be deemed guilty of a misdemeanor and subject to the provisions, procedure and penalties of this Code if the vehicle occupies the space beyond the expiration of the lawful time period specified for the space.

Each parking meter installed shall indicate by proper legend the legal parking time established by the City and when operated shall at all times indicate the balance of legal parking time, and at the expiration of such period shall indicate illegal or overtime parking.

Except in a period of emergency determined by an officer of the Fire or Police Department, or in compliance with the directions of a Police Officer or traffic control sign or signal, when any vehicle is parked in any parking meter space, the operator of such vehicle shall, upon entering the parking meter space, immediately deposit or make other form of payment as required for use of that such parking meter space, and when required by the directions provided, the operator of such vehicle, after making the proper payment, shall also set in operation the timing mechanism on such meter in accordance with directions properly appearing thereon, or place the proof of payment receipt on the driver side window or dashboard, visible from the adjacent travel lane or take those steps necessary when utilizing another approved payment system. Failure to deposit such payment, set the timing mechanism in operation when so required, display the proof of payment receipt, or follow all steps required when using another approved payment system shall constitute a violation of this Article. Upon the deposit or making of such payment and completing the steps required by this Section, the parking space may be lawfully occupied by such vehicle during the period of time which has been prescribed for the parking space. If any person places a vehicle in a parking meter space adjacent to a mechanical meter which indicates that unused time has been left in the parking meter by the previous occupant of the space, he or she shall not be required to deposit additional payment so long as his or her occupancy of said space does not exceed the indicated unused parking time. If the vehicle shall remain parked in any such parking space beyond the parking time limit set for such parking space, or if payment has not been made for the use of such parking space, such vehicle shall be considered as illegally parked and such parking shall be deemed a violation of this Article.

A. 
Within the parking meter zones described in Section 350.190, the City Manager shall establish from time to time, the maximum time limits for parking within which any given vehicle may be parked within each parking meter zone and the rates for parking within each parking meter zone. Time limitations established by the City Manager shall not be less than two (2) hours nor more than ten (10) hours. The Director of Public Works may authorize daily meter rental at a rate fixed by the Director taking into consideration the timing and length of the rental arrangement, demand for parking at the location in question, the revenue associated with meters in similar locations, the inconvenience caused to the public and other businesses by the reduction in available public parking, administrative costs associated with the arrangement and other factors considered relevant by the Director.
B. 
In establishing the maximum time limits for parking within a parking meter zone, the City Manager shall consider the following factors:
1. 
The demand for parking within the particular parking meter zone so as to accommodate the needs of motorists patronizing businesses in the vicinity, but also ensuring availability of spaces for access by a greater number of motorists;
2. 
The land uses within the parking meter zone and the reasonable time required to conduct business within such zone; and
3. 
Availability of other parking alternatives within or near the parking meter zone.
C. 
In establishing the rates for parking within each parking meter zone, the City Manager shall consider the City's costs in providing, monitoring and maintaining the parking meter zone and rates of other parking facilities, public or private, in the vicinity and in Cities with similar parking demands. The City Manager may establish a separate rate for parking for residents provided that such differing rates can be supported by the approved payment system with sufficient safeguards to prevent fraud or abuse.
D. 
The maximum time limit and the parking rates established for a parking meter zone shall be applied throughout the parking meter zone. Depending on the parking demands, traffic conditions and other conditions within a particular parking meter zone, the City Manager may designate certain parking meter zones to be "park once" zones. In such zones, the maximum time limit shall apply to all parking meter spaces throughout the parking meter zone and a vehicle may not park within a parking meter zone for a longer period of time during any calendar day simply by moving the vehicle to a different parking meter space within the same parking meter zone. The City Manager may establish maximum time limits within a "park once" zone as: (i) a single, continuous time limit for the entire calendar day; or (ii) time limit intervals for the calendar day requiring removal of the vehicle from the zone for a specified period of time between intervals.
E. 
The parking meters shall be operated in parking meter zones every day between the hours of 8:00 A.M. and 5:00 P.M., except weekends and holidays; provided, however, within the meaning of this Article, the term "holidays" shall include the following days only: the first day of January, the last Monday in May, the fourth day of July, the first Monday in September, the fourth Thursday in November and the twenty-fifth day of December.

A. 
The City Manager shall, from time to time, establish one (1) or more parking meter zones which will allow the City to control and manage parking within each such parking meter zone by providing parking meter spaces and enforcement of time limits for parking. Of these parking meter zones, the City Manager shall determine which zones shall be designated as "park once" zones.
B. 
In establishing the boundaries of each parking meter zone and designating "park once" zones, the City Manager shall consider: (i) existing land uses; (ii) parking demands and parking disparities between different areas; (iii) traffic conditions, and (iv) available parking alternatives. The City Manager shall designate parking meter zones so as to attempt to reasonably balance parking options evenly throughout the commercial areas of the City and minimize parking difficulties that are focused in certain areas.
C. 
The Director of Public Works shall erect and maintain official signs in each parking meter zone and on the streets where the parking of vehicles is limited as to time indicating: (i) the parking meter zone; and (ii) the time limits of such parking. In addition, in "park once" zones, the official signs shall also provide notice that the time limitation on parking applies within the entire parking meter zone.
D. 
The following named and described areas, streets and ways or portions thereof lying within the City shall be included within a Parking Meter Zone:

Bemiston Avenue between Shaw Park Drive and Maryland Avenue.
Bonhomme Avenue between Hanley Road and Brentwood Boulevard.
Brentwood Boulevard between Bonhomme Avenue and a point 120 north of Maryland Avenue
Brighton Way from Maryland Avenue to a point one hundred forty-five (145) feet north of Maryland Avenue.
Carondelet Avenue between Brentwood Boulevard and Hanley Road.
Carondelet Plaza; south side between a point one hundred fifty (150) feet east of Hanley Road to the Carondelet Plaza Circle, and north side from the Carondelet Circle to Forsyth Boulevard.
Central Avenue, between Shaw Park Drive and a point two hundred (200) feet north of the north line of Maryland Avenue.
Clayton Road, north side between Hanley Road and Oleta Drive; north side between a point one hundred sixty (160) feet west of the west curb line of DeMun Avenue, and DeMun Avenue.
Crandon Drive between Maryland Avenue and the first alley north of Maryland Avenue.
DeMun Avenue, east and west sides, from Clayton Road to the east and west alley situated between Clayton Road and Alamo Avenue.
Forest Court from Wydown Boulevard to sixty seven (67) feet south of Wydown Boulevard.
Forsyth Boulevard between Maryland Avenue and Hanley Road, on the east side from the alley north of Maryland to Maryland, on the north side between Hanley Road and Lyle Avenue, on the north side between Jackson Avenue and Lee Avenue, and on the south side west of Lyle Avenue.
Francis Place, east side from Clayton Road to Brentwood Boulevard.
Gay Avenue, east side between Maryland Avenue to south of University Drive.
Hanley Road, east side from Wydown Boulevard to two hundred (200) feet north of Wydown Boulevard.
Hunter Avenue.
Kingbury Boulevard on the south side east of Meramec Avenue to a point one hundred fifty (150) feet east of Meramec Avenue.
Lancaster Drive, west side from Maryland Avenue to one hundred forty-five (145) feet north of Maryland Avenue.
Lyle Avenue.
Maryland Avenue, north side between Gay Avenue and Forsyth Boulevard, north and south side between Forsyth and Meramec, south side between Meramec Avenue and North Central Avenue, and north and south side between North Central Avenue and Hanley Road. Meramec Avenue between Shaw Park Drive and Kingsbury Boulevard, and Clayton Road to the alley north of Clayton Road.
Parkside Drive on the east and west side between Forsyth Boulevard and Topton Way.

A. 
It shall be unlawful and a violation of the provisions of this Article for any person:
1. 
To cause, allow, permit or suffer any vehicle registered in the name of, or operated by such person to be parked overtime, or beyond the period of legal parking time established for any parking meter zone as herein described, or to deposit in any parking meter any coin for the purpose of parking beyond the maximum legal parking time for the particular parking meter zone.
2. 
To cause, allow, permit or suffer any vehicle registered in the name of, or operated by such person to remain or be placed in any parking space adjacent to any parking meter while said meter is displaying a signal indicating that the vehicle occupying such parking space has already been parked beyond the period prescribed for such parking space.
3. 
To cause, allow, permit or suffer any vehicle registered in the name of, or operated by such person to be parked across any line or marking of a parking meter space or in such position that the vehicle shall not be entirely within the area designated by such lines or markings.
4. 
To deface, injure, tamper with, open or willfully break, destroy, or impair the usefulness of any parking meter installed under the provisions of this Article.
5. 
To deposit or cause to be deposited in any parking meter any slugs, device or metal substance, or other substitute for lawful coins.
6. 
To cause, allow, permit or suffer any vehicle other than a compact car, motorcycle or scooter registered in the name of, or operated by such person to be parked in a parking meter or parking space designated as "Parking Compact Cars, Motorcycles or Scooters Only".

The coins deposited in parking meters shall be credited to the general revenue fund from which shall be defrayed the expense of proper regulation of traffic, cost of purchasing, operating and maintaining parking meters, the establishment, improvement and maintenance of off-street parking area or lots, control of the parking of vehicles in parking meter zones, or as directed by the Board of Alderman in the annual budget process.

Nothing in this Article shall be construed as prohibiting other parking regulations consistent herewith or the establishment of loading zones, or bus, taxicab or service car stops or stands in the zones herein designated.
