The head of the Department of Planning shall be the Planning Director who shall be appointed by and be responsible to the City Manager. He/she shall, in addition to all other requirements imposed by law, have supervisory professional experience in City planning and in master plan development, together with a bachelor's degree in public administration, urban planning or related field or an equivalent combination of training and experience and he/she shall have a knowledge of the principles and practices of civil engineering, economics, municipal finances, sociology, architecture and landscape architecture as applied to City planning.
