There is hereby created the Department of Planning of the City.

The head of the Department of Planning shall be the Planning
Director who shall be appointed by and be responsible to the City
Manager. He/she shall, in addition to all other requirements imposed
by law, have supervisory professional experience in City planning
and in master plan development, together with a bachelor's degree
in public administration, urban planning or related field or an equivalent
combination of training and experience and he/she shall have a knowledge
of the principles and practices of civil engineering, economics, municipal
finances, sociology, architecture and landscape architecture as applied
to City planning.

The Planning Director shall exercise general supervision over
the Department of Planning and shall serve as staff liaison with the
City Plan Commission and advisor thereto and attend meetings thereof.
He/she shall work with and advise those interested in building or
developing in Clayton concerning zoning and planning. He/she shall
coordinate the development of the capital improvements program of
the City and work closely with other departments and directors thereof
in the administration, enforcement and supervision of building construction
and maintenance and zoning ordinances and perform work related to
planning and zoning as required.
