It shall be the duty of all the officers of the City to report
annually to the Board of Alderpersons, such reports to embrace a full
statement of the receipts and expenditures of their respective offices
and such other matters as may be required by the Board of Alderpersons
by ordinance, resolution or otherwise.
The Mayor or Board of Alderpersons shall have power, as often
as he/she or they may deem it necessary, to require any officer of
the City to exhibit his/her accounts or other papers or records and
to make report to the Board of Alderpersons, in writing, touching
any matter relating to his/her office.

A. This
Section is enacted pursuant to Section 43.535, RSMo., to regulate
the employment of those engaged in the positions of City Clerk, Court
Clerk and Assistant City Marshal.
B. An
applicant, employee or volunteer seeking to engage in the positions
of City Clerk, Court Clerk and/or Assistant City Marshal shall submit
a set of his/her fingerprints taken by the Police Department for the
City of Greendale, or any Police agency designated by the Mayor for
the City of Greendale, along with appropriate fees.
C. Upon
receipt of the fingerprints and the appropriate fees, the Police Department
or other Police agency will transmit both the set of fingerprints
and appropriate fees, unless a satisfactory billing arrangement has
been entered into between the municipality and the State Identification
Bureau, to the State Identification Bureau. The State Identification
Bureau will compare the subject's fingerprints against its criminal
file and, if no disqualifying conduct is found therein, submit the
fingerprints to the Federal Bureau of Investigation for a comparison
with nationwide records. The results of the Federal Bureau of Investigation
check will be returned to the State Identification Bureau which will
disseminate the State and national results to the municipality.
D. The
Police Department or Police agency shall disseminate the results of
the criminal background check to the Board of Alderpersons for the
City of Greendale for a fitness determination.
E. In
rendering a fitness determination, the Board of Alderpersons for the
City of Greendale will decide whether the record subject has been
convicted of or is under pending indictment for:
1. A crime which bears upon his/her ability or fitness to serve in that
capacity, or
2. Any felony or a misdemeanor which involved force or threat of force,
controlled substances or was a sex-related offense.
F. A record
subject may request and receive a copy of his/her criminal history
record information from the City of Greendale. Should the record subject
seek to amend or correct his/her record, he/she must contact the State
Identification Bureau for a State record or the Federal Bureau of
Investigation for records from other jurisdictions maintained in its
file.
