A. 
There is hereby created the office of Chief of Police. This office shall be filled by a person appointed by the Mayor and ratified by the Board of Aldermen. The person appointed to this office and ratified shall be a qualified Police Officer, twenty-one (21) years of age, but not more than sixty-five (65) years of age, a citizen of the United States, and of good moral character, and must establish residence within twenty (20) minutes response time of the Higginsville Police Department office upon his/her appointment.
B. 
The Chief of Police shall administer the duties of the office of Chief of Police according to the municipal ordinances, policies, and procedures adopted. The Chief of Police shall be under the supervision of the City Administrator.
C. 
The term of office of the Chief of Police shall be until his/her successor is appointed.

The Mayor may with the consent of the Board of Aldermen appoint Policemen in such number, for such time as they may deem best for the preservation of peace and welfare of the City.

A. 
There is hereby established minimum standards for Police Officers employed by the City of Higginsville, Missouri, in that all Police Officers must have completed the number of hours of accredited Police training as set out in Chapter 590, RSMo.
B. 
All new Police Officers employed shall be appointed on a temporary and probationary basis, until qualified as set out by this Section.
C. 
The Chief of Police is to explain to all existing Police Officers and new officers the minimum standards required by ordinances, policies, the ordinances of the City of Higginsville and procedures to be followed.
D. 
All existing Police Officers, and new officers to be hired in the future shall sign a written statement that they have been explained the minimum standards required by this Section, the ordinances of the City of Higginsville, Missouri, policies and procedures; that they further understand that unless the minimum standards as set out by this Section are met within the time prescribed, that they do not qualify to be a Police Officer of the City of Higginsville, Missouri, and their employment shall be terminated.

Policemen shall have power to serve and execute all warrants, subpoenas, writs or other process, and to make arrests in the same manner as the Chief of Police.

Policemen shall take and subscribe the oath of office required of City Officers, and shall receive a commission signed by the Mayor and attested by the City Clerk, which commission shall be in force until they are removed from office.

Policemen shall be under the direction of the Mayor, City Administrator and Chief of Police, and shall receive as compensation for their services such sum as the Board of Aldermen may determine.

A. 
The Chief of Police shall be authorized to dispose of all unclaimed personal property recovered by the Higginsville Police Department. Items shall be retained by the Police Department for a period of sixty (60) days from the date such items are taken into possession. If the personal property is not claimed by its lawful owner within sixty (60) days, the Chief of Police may sell or otherwise dispose of such property as further provided in this Section.
B. 
All such sales conducted by the Chief of Police shall be at public auction. The City Clerk shall cause notice of said auction to be published in a local newspaper, and on local radio stations at least seven (7) days prior to the sale.
C. 
If the Chief of Police determines that the personal property is of no value or little value or otherwise impractical to sell, he/she shall dispose of the property by either destroying it, selling it as salvage, donating the property to a charity, or otherwise disposing of said property.
D. 
The proceeds of such sale, after payment of the expenses of advertising and other expenses, shall be deposited in the general fund of the City of Higginsville, Missouri.
E. 
The Chief of Police shall keep an itemized list of all items sold by auction and the sale expenses thereof. In addition, he/she shall keep an itemized list of all property disposed of otherwise, and both lists shall be maintained on file by the Higginsville Police Department for a period of two (2) years from the date of sale or disposition.
