A. 
The Board of Aldermen of the City of Memphis finds that insanitary or unsafe inhabited dwelling accommodations exist in the City and there is a shortage of safe or sanitary dwelling accommodations in said City available to persons of low income at rentals they can afford.
B. 
It is deemed in the public interest to accept the provisions of the laws of the State known as "The Housing Authorities Law"[1] to accomplish the purposes of relieving the City of insanitary or unsafe inhabited dwelling accommodations and relieving the shortage of safe and sanitary dwelling accommodations in said City available to persons of low income at rentals they can afford.

The Board of Aldermen of the City accepts the provisions of the Housing Authorities Law of the State of Missouri and approves the exercise by the City, through the provisions of said law, of the powers, functions and duties specified in said law and declares that such proceedings to be taken to establish in the City the "Housing Authority of the City of Memphis, Missouri" in accordance with Section 99.010 et seq., RSMo.

The exercise in the City of the powers, functions and duties of the Housing Authority of the City of Memphis, Missouri, be approved, and that such Authority be and the same is hereby created as provided by the laws of the State of Missouri relating thereto.

The Commissioners of said Authority be appointed by the Mayor. Before entering upon his/her duties, each Commissioner of the Authority shall take, subscribe and file with the City Clerk an oath or affirmation as set forth in the Municipal Code of the City.

The City of Memphis, Missouri, be and hereby is authorized to enter into a cooperative agreement with the Housing Authority of the City of Memphis, Missouri, and the Mayor of the City of Memphis, Missouri, is hereby authorized and directed in behalf of the City to execute said cooperative agreement with the Housing Authority of the City.
