A.
The Board of Aldermen of the City of Memphis finds that insanitary or unsafe inhabited dwelling accommodations exist in the City and there is a shortage of safe or sanitary dwelling accommodations in said City available to persons of low income at rentals they can afford.
B.
It is deemed in the public interest to accept the provisions of the laws of the State known as "The Housing Authorities Law"[1] to accomplish the purposes of relieving the City of insanitary or unsafe inhabited dwelling accommodations and relieving the shortage of safe and sanitary dwelling accommodations in said City available to persons of low income at rentals they can afford.
