It shall be unlawful for any person
to put or cause to be put any dead animal carcass or any part thereof
or any fowl, offal or any other filth into any well, cistern, spring,
reservoir, water tank, drinking fountain, trough or basin used for
drinking purposes or into any brook or branch within this City, which
is or may be used for household or domestic purposes or the water
of which is or may be used by the public for drinking purposes.

Every person owning or caring for
any animal that has died from any cause shall dispose of the animal
carcass within twenty-four (24) hours after knowledge of such death,
either by arranging for a person permitted under Chapter 269, RSMo.,
to dispose of or transport it, or by the owner or person entitled
to such body causing the same to be deposited in a permitted sanitary
landfill notwithstanding any other provision of the law or rule to
the contrary, allowing it to be buried in a sanitary landfill or buried,
incinerated, composted, or disposed of in a manner approved by the
State veterinarian within the twenty-four-hour period upon his/her
own or any other available premises, provided that such disposition
is in accordance with the provisions of Subsection (2) of Section
269.020, RSMo.

A. A Public Health Emergency Order is any
order issued by the County Executive, or Director of the County's
Public Health Department, or Director of the Missouri Department of
Health and Senior Services pursuant to a declared public health State
of Emergency, including any and all amendments thereto.
B. In order to enhance the public health and
prevent the entrance and spread of disease within the City of St.
Charles, Missouri, the provisions of this Section shall apply within
the municipal boundaries of the City.
C. It shall be unlawful for any person to
knowingly violate a Public Health Emergency Order.
D. Any person who violates this Section is guilty of a municipal ordinance violation punishable pursuant to Code Section
100.150. A separate offense shall be deemed committed on each day a violation occurs or continues.
E. The Police Department shall be responsible
for the enforcement of this Code Section as required to ensure that
Public Health Emergency Orders are obeyed in order to protect the
public health safety and welfare.
