Pedestrians shall be subject to traffic control signals as heretofore declared in Sections
310.060 and
310.070, but at all other places pedestrians shall be granted those rights and be subject to the restrictions stated in this Chapter.

A. The driver of a vehicle shall yield the
right-of-way to a pedestrian crossing the roadway within any marked
crosswalk or within any unmarked crosswalk at an intersection, except
as otherwise provided in this Chapter.
B. The provisions of this Section shall not
relieve a pedestrian from the duty of using due care for his/her safety.
No pedestrian shall suddenly leave a curb or other place of safety
and walk or run into the path of a vehicle which is so close as to
constitute an immediate hazard.
C. The provisions of Subsection
(B) shall not relieve a driver of a vehicle from the duty of exercising due care for the safety of any pedestrian within any marked crosswalk or within any unmarked crosswalk at an intersection.
D. Whenever any vehicle is stopped at a marked
crosswalk or at any unmarked crosswalk at an intersection to permit
a pedestrian to cross the roadway, the driver of any other vehicle
approaching from the rear shall not overtake and pass such stopped
vehicle.

No pedestrian shall cross a roadway
at any place other than by a route at right angles to the curb or
by the shortest route to the opposite curb except in a crosswalk.

A. Every pedestrian crossing a roadway at
any point other than within a marked crosswalk or within an unmarked
crosswalk at an intersection shall yield the right-of-way to all vehicles
upon the roadway.
B. Any pedestrian crossing a roadway at a
point where a pedestrian tunnel or overhead pedestrian crossing has
been provided shall yield the right-of-way to all vehicles upon the
roadway.
C. The foregoing rules in this Section have no application under the conditions stated in Section
345.060 when pedestrians are prohibited from crossing at certain designated places.

A. Between adjacent intersections at which
traffic control signals are in operation, pedestrians shall not cross
at any place except in a crosswalk.
B. No pedestrian shall cross a roadway other
than in a crosswalk in any business district.
C. No pedestrian shall cross a roadway other
than in a crosswalk upon any street designated by ordinance.
D. No pedestrian shall cross a roadway intersection
diagonally unless authorized by official traffic control devices;
and, when authorized to cross diagonally, pedestrians shall cross
only in accordance with the official traffic control devices pertaining
to such crossing movements.

A. No pedestrian shall enter or remain upon
any bridge or approach thereto beyond the bridge signal, gate or barrier
after a bridge operation signal indication has been given.
B. No pedestrian shall pass through, around,
over or under any crossing, gate or barrier at a railroad grade crossing
or bridge while such gate or barrier is closed or is being opened
or closed.

A. No person, or persons congregating with another or others, shall
stand or otherwise position himself or herself in any public place
in such a manner as to knowingly obstruct, impede, interfere, hinder
or delay the reasonable movement of vehicular or pedestrian traffic
or the work being conducted in a construction zone or work zone.
B. No person shall approach a motor vehicle moving on the traveled portion
of any roadway or that is stopped due to traffic conditions or in
obedience to a traffic control signal light, stop sign, traffic control
device or direction.
C. For purposes of this Section
345.080, a "public place" shall mean any public thoroughfare, roadway, street or highway, and public right-of-way in the City.
D. For purposes of this Section
345.080, a "construction zone or work zone" shall mean any area upon or around any highway which is visibly marked by the Missouri Department of Transportation ("MODOT") or the City or a contractor or subcontractor performing work for MODOT or the City as an area where construction, maintenance, incident removal, or other work is temporarily occurring, and includes the lanes of highway leading up to the area upon which such activity is being performed, beginning at the point where appropriate signs or traffic control devices are posted or place.
E. Where sidewalks are not provided, any person walking or operating
a wheelchair/electric wheelchair upon a roadway shall, when practicable,
do so without impeding traffic only along the left side of the roadway
or its shoulder facing traffic which may approach from the opposite
direction.
F. No person who has committed an act or acts within the description of Subsection
(A),
(B) or
(D), above, upon being given an order by a Police Officer, State Trooper, Marshal, Ranger, Firefighter or other authorized Law Enforcement or emergency response personnel to disperse, clear, or otherwise move, shall knowingly refuse to obey such order by persisting in such conduct at the same or similar location. Such knowing refusal shall constitute a separate offense under Section
305.040.

Notwithstanding other provisions
of this Chapter, every driver of a vehicle shall exercise the highest
degree of care to avoid colliding with any pedestrian upon any roadway
and shall give warning by sounding the horn when necessary and shall
exercise proper precaution upon observing any child or any confused
or incapacitated person upon a roadway.

No person upon roller skates or riding
in or by means of any coaster, toy vehicle or similar device shall
go upon any roadway except while crossing a street on a crosswalk
and when so crossing such person shall be granted all of the rights
and shall be subject to all of the duties applicable to pedestrians.
This Section shall not apply upon any street while set aside as a
play street as authorized by ordinance of the City.
