No person shall park any vehicle upon a street, other than an
alley, in such a manner or under such conditions as to leave available
less than ten (10) feet of the width of the roadway for free movement
of vehicular traffic.
No person shall park a vehicle within an alley in such a manner
or under such conditions as to leave available less than ten (10)
feet of the width of the roadway for the free movement of vehicular
traffic, and no person shall stop, stand or park a vehicle within
an alley in such position as to block the driveway entrance to any
abutting property.
The City Traffic Engineer is authorized to erect signs upon
the left-hand side of any one-way street to prohibit the standing
or parking of vehicles, and when such signs are in place, no person
shall stand or park a vehicle upon such left-hand side in violation
of any such sign.
In the event a highway includes two (2) or more separate roadways
and traffic is restricted to one (1) direction upon any such roadway,
no person shall stand or park a vehicle upon the left-hand side of
such one-way roadway unless signs are erected to permit such standing
or parking. The City Traffic Engineer is authorized to determine when
standing or parking may be permitted upon the left-hand side of any
such one-way roadway and to erect signs giving notice thereof.

A. No
driver of a vehicle shall stop, stand, or park, or cause to be placed,
left, or stopped, except when necessary to avoid conflict with other
traffic or in compliance with the direction of a Police Officer or
traffic-control sign or signal, on private property or upon an area
developed as an off-street parking facility without the consent of
the owner, lessee, or person in charge of any such private property
or facility where said facility has adequate posted notice informing
the public of restrictions. A suitable sign or signs not less than
eighteen (18) inches by twenty-four (24) inches in dimension, and
bearing the words "No Parking" at least three (3) inches in dimension,
together with any qualifications or restrictions on such parking,
if any, shall be conspicuously displayed on such land, parking lot
or driveway by the owner, occupant, lessee or licensee thereof, where
this Section is to be effective. Defacing, tampering with or damaging
such signs shall constitute a violation of this Section.
B. Any
person who violates any of the provisions of this Section shall be
deemed guilty of an ordinance violation and upon conviction thereof
shall be punished by a fine of not more than five hundred ($500.00)
or by imprisonment for a term not to exceed ninety (90) days, or by
both such fine and imprisonment.

No vehicle shall be parked so as to be obstructing snow removal
or street maintenance on McPherson Street (between Lincoln and Madison)
or on State Street (between Bridge and Wimer) between 1:00 A.M. and
5:00 A.M., it shall be towed by police order at its owner's expense.
