A. It is
hereby found, determined and declared to be necessary for the public
health, safety, welfare and benefit of the City of Knob Noster, Missouri,
and its inhabitants, that the proposed waterworks of said City and
the existing sewerage system of said City and all future improvements
and extensions thereto, be combined and that they shall thenceforth
be operated and maintained as a Combined Waterworks and Sewerage System.
B. The waterworks
of the City of Knob Noster, Missouri, and the sewerage system of said
City and all future improvements and extensions thereto, whether to
the waterworks or to the sewerage system or to both, shall be and
the same are combined and it is hereby declared that said waterworks
and said sewerage system, and all future improvements and extensions
thereto as aforesaid, thenceforth be operated and maintained as a
Combined Waterworks and Sewerage System.

A. The City
of Knob Noster, Missouri, shall be responsible for constructing, providing
and maintaining the water lines used in the sale of water by the City
of Knob Noster, Missouri, only up to the curb stop adjoining the private
property. The private property owner shall be responsible for constructing,
providing and maintaining the water line from the curb stop to the
place of the water's final destination.
B. The City
of Knob Noster, Missouri, will construct up to three hundred (300)
feet of new water main lines from existing water main lines to the
boundary lines of all new subdivisions in the City limits of the City
of Knob Noster, Missouri, and if any new water main lines are in excess
of three hundred (300) feet, the subdivision owners shall construct
any remaining necessary water main lines in excess of three hundred
(300) feet, and the subdivision owners shall construct all lateral
lines from the main line to its final destination.
C. The subdivision
owner shall furnish the City of Knob Noster, Missouri, with a detailed
diagram showing the locations of all new water lines, the size and
material which has been used to construct the lines and the location
of all curb stops and main line shutoff valves.
D. The City
of Knob Noster, Missouri, shall be responsible for constructing, providing
and maintaining only the sewer main lines used in providing sewerage
service in the City of Knob Noster, Missouri. The private property
owner shall be responsible for constructing, providing and maintaining
the sewer main lines from the sewer main line through all lateral
lines up to the place where the sewerage service is being provided.
E. The subdivision
owner shall furnish the City with an engineer's survey diagram showing
the size and location of the sewer mains and laterals and the material
to be used in the construction of the mains and laterals and all proposed
manhole and "Y" locations including proposed flow elevations. The
subdivision owner shall not begin construction until the engineer's
survey diagram has been approved by the Board of Aldermen.
F. All water
lines and sewer main lines and laterals constructed by subdivision
owners in the City limits of Knob Noster, Missouri, as well as outside
the City limits of Knob Noster, Missouri, with the exception of the
first three hundred (300) feet of main line from then existing lines,
shall be constructed in accordance with the above regulations and
at the expense of the subdivision owners.
G. Upon
completion of the construction of the sewer lines and water lines
the subdivision property owners shall give an Affidavit of Dedication,
dedicating said lines to the City of Knob Noster, Missouri, and utility
easements for said lines to the City of Knob Noster, Missouri, before
service is provided to the new subdivisions.
