Pursuant to Section 85.541, RSMo., there is hereby established
a Police Department Personnel Board having a total membership of five
(5) members.

The members of the Board shall be appointed by the Mayor with
the approval of a two-thirds (2/3) vote of the members elected to
the City Council. Members of the Board shall be at least twenty-one
(21) years of age and qualified voters of the City.

Each member appointed to the Board shall be appointed for a
four (4) year term. Annually, at the first (1st) regular meeting of
the Board in January of each year, the Board shall select a Chairman
from among its members by a majority vote.

A member of the Board may be removed by the Mayor and a two-thirds
(2/3) vote of the members elected to the City Council for good cause
shown.

No member of the Board shall receive compensation for his/her
services.

The Board shall meet at the times and places specified by the
Chairman or upon a call by the Mayor. Three (3) members in attendance
shall constitute a quorum for the transaction of any business coming
before the Board.

It shall be the duty of the Chairman of the Board to attend
all meetings of the Board and cause to be kept detailed minutes of
the proceedings of the Board and to file a copy of the minutes with
the City Clerk within seventy-two (72) hours of the conclusion of
all called meetings, regular or special. The Chairman is hereby authorized
to delete from the minutes any reference to personalities when there
are references to any charges of misbehavior or conduct of an officer
of the Police Department.

A. The Board
shall be required to give examinations to candidates for appointment
or promotion to the Police Department and to certify lists of eligibles
to the Mayor or City Administrator.
B. The Mayor
or City Administrator shall be required to appoint or promote from
a list of eligibles so certified.
C. All persons
so appointed or promoted shall be entitled to hold office during good
behavior and efficient service.
D. Any person
suspended, demoted or discharged for misbehavior or inefficiency shall,
upon his/her application, be granted a public hearing before the Board.
