A. 
There is hereby created and established a Housing Board to serve in advisory capacity to the City Council with the functions and duties outlined in Subsection (C) below.
B. 
The Housing Board shall consist of five (5) members to be appointed by the Mayor with the consent of the City Council. All members shall be residents of the City and shall serve for a term of two (2) years. Members may be reappointed. Vacancies shall be filled by appointment for the unexpired term only, and all members shall serve without pay. One (1) City Council member shall be a member of the Board.
C. 
The Housing Board shall have the following functions and duties pertaining to rental housing rehabilitation:
1. 
Review applications for rental housing rehabilitation loans and/or grants.
2. 
Decision-making authority concerning repair of existing rental housing, with appeal to the Governing Body in case of a dispute.
3. 
Receive bids and award contracts for rental housing rehabilitation.
4. 
Authorize change orders to work in progress.
5. 
Approve final inspections of rental housing rehabilitation work and recommend payments be made to the contractor by the City Council.
6. 
Establish policy where not otherwise specified.
7. 
Recommend changes in program guidelines to the City Council.
D. 
The Housing Board shall also hear complaints regarding violations of the City's fair housing ordinance and the associated duties as set forth in Title II, Chapter 225, "Fair Housing Policy".
E. 
The Board shall determine meeting times and places. Special meetings may be held on call of the Chairman. A majority of the Board shall constitute a quorum for the transaction of business. The Board shall cause a proper record to be kept of its proceedings.
F. 
The Board shall elect a Chairman and Vice Chairman who shall serve for a one (1) year term.
