A. There
is hereby created a Board of five (5) members to be known as the Senior
Citizens' Center Board of Trustees which shall have charge of the
management of the Senior Citizens' Center. The members of the Senior
Citizens' Center Board of Trustees shall be appointed by the Mayor
with approval of a majority of the members elected to the City Council.
Each member of the Board shall be a resident of the City and be fit
for such office, provided however, that no appointive or elective
employee or officer of the City shall be a member of the Board.
B. Except as hereinafter provided, each Trustee appointed shall serve a three (3) year term of office. For purposes of establishing a staggered term of tenure for the Board, the initial Board shall consist of two (2) members appointed for a one (1) year term; two (2) members appointed for a two (2) year term; and one (1) member appointed for a three (3) year term. Each Trustee appointed shall hold office for the duration of his/her respective terms of office or until his/her successor shall be duly appointed and qualified. Any vacancy upon the Board, occasioned for any reason, shall be filled by appointment in the manner specified in Subsection
(A) above, with the new member being appointed to serve the remaining portion of the unexpired term of his/her predecessor.
C. At the
first (1st) meeting in each year after the qualification of new Trustees,
the Board shall meet and elect a Chairman and a Secretary. The Chairman
shall be the Presiding Officer of the Board and shall perform such
executive duties as may be necessary to ensure proper functioning
of the Board. The Secretary shall memorialize the proceedings of the
Board in written minutes and be further responsible for the preparation
and submission of the quarterly report hereinafter set forth. Each
officer shall further perform such other duties as may be required
of him/her by the Board.
D. The Board
shall submit a written quarterly report of its activities to the appropriate
committee of the City Council for review. Such report shall contain
a detailed analysis of the condition of the Senior Citizens' Center,
its usage, and the revenue produced for the proceeding quarter.
E. The Board
shall be charged with and responsible for the following:
1. To operate,
maintain and repair the Senior Citizens' Center to optimum efficient
capacity;
2. To establish
a policy of usage of the Senior Citizens' Center with priority preference
being granted to senior citizens and low income elderly persons, provided
however, that once commitment of the facility has been made to a group,
such commitment shall not be withdrawn solely for the purpose of accommodating
a later transpiring request from a senior citizens' group or low income
elderly persons;
3. To submit
an annual budget request for the fulfillment of these purposes to
the appropriate committee of the City Council;
4. To hear
and determine any complaints arising from use of the Senior Citizens'
Center, with the decision of the Board in regard thereto being final
and binding.
F. The office
of the City Clerk shall provide administrative assistance to the Board.
Such administrative assistance shall consist, at a minimum, of maintenance
of a comprehensive site utilization calendar, scheduling and booking
of site utilization in accordance with the policy guidelines established
by the Board, and furnishing access to the Senior Citizens' Center
to prospective users thereof.
G. The Board
shall make and adopt such rules and regulations governing the use
of the Senior Citizens' Center as it may deem expedient and not inconsistent
with any other provisions of law.
H. The Board
shall hold regular meetings once each month and may hold such other
special meetings from time to time as it deems necessary upon the
call of the Chairman or upon demand of two (2) or more members thereof.
