No person shall willfully administer any poison to any animal
or fowl within the City or put out or expose any poisonous substance,
in solid or liquid form, where it may be taken, eaten or swallowed
by any animal or fowl. This Section shall not apply to rats, mice
or insects.

A. Unless
authorized by a Webb City official, no person shall use, or permit
to be used, any trap, snare or other trapping device for the purpose
of collecting, catching, killing or trapping any animal within the
City limits.
B. The
provisions of this Section shall not be applicable to the use of such
devices by the City Animal Control Officer or by the City Police in
the exercise of their official duties, nor shall it apply to rats,
mice or insects.
No person shall kill or in any manner hurt or harm any wild
bird or destroy the nest or eggs of any wild bird.
It shall be unlawful for any person to buy, sell or have in
his/her possession for the purpose of selling any animal for biological
dissecting or any experimental purposes whatsoever.

It shall be unlawful for any person to possess, sell, offer
for sale, display, barter or give away within the City any rabbits,
chicks, ducklings or fowl as pets or novelties when they have been
dyed, colored or otherwise artificially treated; provided that this
Section shall not be construed to prohibit the possession, sale or
display of rabbits, chicks, ducklings or other fowl in proper facilities
by dealers, hatcheries or stores engaged in the business of selling
the same for food purposes.
No person owning, controlling, riding or driving any horse,
mule or team of horses or mules or other animals shall leave such
animal or team unhitched and unattended upon any of the public streets
of the City.
No person shall permit any animal to run at large upon the streets,
public places or public commons within the City or upon the private
property of another person to the damage or annoyance of such other
person.
The Joplin Humane Society and/or such other place or places
as may be designated by the City Council are hereby designated as
the City Pound for the purpose of implementing various provisions
of this Chapter. The City Poundmaster, if appointed, or the entity
operating such place or places designated as the City Pound shall
present a proper claim to the City Council for each necessary expense
which may be incurred and such claims shall be audited by the City
Clerk, allowed by the City and paid by the City Treasurer.
Any animal that has bitten or scratched any person within the
City limits shall be quarantined either voluntarily or involuntarily
for a period not less than ten (10) days upon the premises of a qualified
veterinary facility, the Joplin Humane Society or the City Pound.
The cost of the quarantine shall be the same as for any other impoundment
and shall be paid by the owner of the animal. If the animal is not
claimed by its owner within seven (7) days after notification upon
completion of such quarantine period, the animal shall be treated
as if impounded as a stray animal.

Any animal may be redeemed from the Joplin Humane Society by
the owner within ten (10) days after its impoundment and until otherwise
disposed of by the Joplin Humane Society by payment to the City Clerk
of an impounding fee of sixty-three dollars seven cents ($63.07),
plus the daily care fee of nine dollars ten cents ($9.10) per day
during the period of confinement.
It shall be unlawful for any person to release or attempt to
release any animal or fowl which may be impounded within the City
Pound or which is in the custody of any officer while being taken
to the Pound, except in conformity with the provisions of this Chapter.
The Animal Control Officer or any Police Officer that feels
that an animal is in need of imminent care may at such time, collect
said animal for impoundment and disposition of said animal after a
mandatory court appearance.
It shall be unlawful and abusive for any person, firm, corporation
or entity to keep, harbor, own, sell or attempt to sell any wild or
exotic animal species including, but not limited to, tigers, panthers,
bobcats, cheetahs, leopards, maintain lions, bears, alligators, crocodiles,
primates and all other animals deemed to be "exotic" by the Animal
Control Officer, Police Officer or any entity acting on behalf of
those authorities.
